Paulding Village Council met in Regular Session on January 19, 2016, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Ryan Mapes, Dan Workman, Tim Boss, and Barb Rife. Administrator Harry Wiebe was also present. Solicitor Mike Jones and Councilman Jim Guelde were absent.
Randy Daeger motioned to approve the minutes of the January 4th Council meeting, seconded by Barb Rife. Vote: all yea.
Karen Sunday was present at the meeting asking about the drainage issues at Emerald Acres. She has been coming to the meetings since September and does not feel that there has been any progress since then. She inquired about the drainage issues in front of the school. Administrator Harry Wiebe told Karen that was not a Village project. The project in front of the Paulding School was an ODOT “Safe Routes to School Project”. Randy Daeger told Karen that a Utility Committee meeting would be setup to discuss the Emerald Acres drainage issues with the new Councilmembers and then at that time Harry would hopefully be able to report any progress regarding the issues. Randy also told Karen that he felt that there was some areas in Emerald Acres that fill dirt would take care of some issues of water laying and not draining properly. He had also seen some areas with tiles under driveways that were broken. Harry wanted Karen to know that the Village is not ignoring the issue. Barb Rife mentioned that it is winter and only so much can be done right now and even though soil is not being turned does not mean that nothing it being done. Harry also mentioned that we are trying to move forward in the most economically way that the Village can.
Finance Director Annette Hasch reported that the updated Income Tax Reports are in the packets if anyone has any questions especially new Council members.
Administrator, Harry Wiebe said that our wastewater consultant will be at the Committee of the Whole Committee meeting to discuss our NPDES permit renewal, the back lot sewer project, and the compliance schedule regarding the Sewer Separation Project Phase I, Phase II, and Phase III.
Barb Rife asked about NOV notice that was received for the Lagoons. Harry said that paperwork has been submitted. Water Superintendent Gary Donat has been involved along with Jones & Henry with a plan of action to correct the violation issue.
Mayor Reinhart relayed Mayor’s Court collected $8,767.15 for the month of December 2015. December 2015 parking tickets were $35.00 and $300.00 total for 2015.
Mayor Greg Reinhart stated that the Police Department has received one of the body cameras. They are learning to download and figuring out where to put the camera for the best footage.
Harry Wiebe stated that he asked to have a visitor counter put on the Website. For a six day period we had an average of 7 or 8 people per day.
Mayor Greg Reinhart said that Police Chief Randy Crawford have received prices for AR-15 (assault weapons). The cost of 2 would be around $1,600.00.
The Mayor read an e-mail from the Family and First Council. Thanks to a grant from the Paulding County Area Foundation the United Way of Paulding County is able to offer the Dolly Parton Imagination Library Program to all children (from birth to age 5) in Paulding County. Each registered child will receive a new age-appropriate book monthly mailed to their home until the age of five. Contact United Way of Paulding County for more information.
Mayor Greg Reinhart asked that Council go into Executive session to discuss personnel matters.
Randy Daeger motioned for Council to move into Executive Session for personnel matters, seconded by Dan Workman. Vote: all yea.
Barb Rife motioned for Council to move into Regular Session, seconded by Randy Daeger. Vote: all yea.
Randy Daeger made a motion to accept 2016 Council Rules, seconded by Barb Rife. Vote: all yea.
