Paulding Village Council met in Regular
Session on February 16, 2016, at 6:30 p.m. in Council Chambers at the Municipal
Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called
roll with the following members present: Randy Daeger, Ryan Mapes, Dan Workman,
Tim Boss, and Barb Rife. Administrator Harry Wiebe was also present. Solicitor Mike Jones was absent.
Mayor Greg Reinhart said that there were eight (8)
people that showed up for interviews for the empty council seat that were held during
the Committee of the Whole meeting on February 11, 2016. The people interested
were as follows:

Council
President, Randy Daeger announced that the first person on the list with three
(3) votes would be the new council member. Barb Rife motioned to appoint Lois Beamer,
seconded by Ryan Mapes. Vote: 2 votes. Not passed. Danny Workman motioned to
appoint Robert L Boyd, seconded by Randy Daeger. Vote: 3 votes. Passed
Randy Daeger motioned to approve the
minutes of the February 1st Council meeting, seconded by Dan Workman. Vote: all
yea.
Peggy Emerson, Paulding Chamber of
Commerce was a guest at the Council Meeting.
She said that the Leadership & Action class is working along with
Carol Cowell, Recreation Board member, to replace the stone around the skate
park with concrete. They received a bid for this project and now are looking
for a way to raise funds. Peggy also announced that John Paulding Days this
year will be July 8th and 9th and they are hoping to have
fireworks on Saturday night of the festival. The first step is to raise about
$8,000 for the fireworks and then finding the location for the fireworks. Administrator,
Harry Wiebe mentioned to Peggy that a new parade route may need to be done for the
John Paulding Days parade. Semi’s may not be able to turn at the detoured
intersections because of the new Safe Routes to School sidewalks.
Ed Bohn, Paulding County EMS Director
was also present at the Council Meeting. He wanted everyone to know that
Paulding County has received a FEMA grant. The purpose of the grant is to
review, rewrite, and make a comprehensive pre-disaster mitigation plan for
Paulding County. This plan needs to address natural events that have tremendous
impact on the life and property within the county. Primarily this includes
weather conditions like severe storms, high winds, tornados, and flooding. Ed
is hoping to update the weather sirens with the grant money.
Tim Franklin came to talk to Council
to consider adopting stricter regulations for flood hazard areas. Tim brought a copy of a Resolution that
Paulding County adopted in May 2002.
Mike Iler came to the Council Meeting to ask for an
easement to put in a new water line tap. Harry Wiebe said that the Bryan’s
Alley did not get the sewer improvement needed during Phase I of the Sewer
Separation Project. They have been a lot of water main breaks in this
alley. Harry said we will be replacing
that waterline in the next week or so. There are three (3) or four (4)
businesses that will be affected during this waterline replacement project. Mike’s
business is one of them that is affected. Mike’s existing tap is located under
a different building and he would like to move his water tap. Randy Daeger motioned
splitting the cost of the easement with Mike Iler, seconded by Dan Workman.

Randy Daeger reported on the Safety Committee meeting
that was on February 4, 2016. During
this meeting the John Paulding Days firework proposal was discussed. Police
Chief Randy Crawford voiced concerns about traffic control and about manpower
costs. He doesn’t feel that the extra costs of Police coverage should come out
of his budget. Also, Fire Chief Todd Weidenhamer would have to approve the
location of the fireworks.
Administrator Harry Wiebe said that we may need to
hire a contractor for sidewalk snow removal for the various Village properties.
This subject should be discussed at the next Buildings & Grounds Committee
meeting.
Finance Director Annette Hasch
requested a $55,000 transfer from the Income Tax Fund (#102) to the Police Fund
(#208). Barb Rife motioned to approve the transfer of $55,000 from the Income
Tax Fund to the Police Fund, seconded by Randy Daeger. Vote: all yea.
Harry Wiebe has met with several
officials from various funding agencies regarding the turn lanes on Williams
Street at the intersection of Gasser Road and Williams Street. Harry and Craig
Knapke from Access Engineering will be meeting with Dennis Miller from Maumee
Valley Planning when more information is ready.
Harry also reported that Joe Hotz
from Jones & Henry Engineers is preparing a timeline for the back lot sewer
project.
Mayor Reinhart appointed Ryan Mapes as the chairperson
for the Street Committee and Tim Boss as the chairperson for the Recreation
Committee.
