Paulding Village Council met in Regular
Session on March 7, 2016, at 6:30 p.m. in Council Chambers at the Municipal
Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called
roll with the following members present: Randy Daeger, Robert L. Boyd, Ryan
Mapes, Danny Workman, Tim Boss, and Barb Rife. Administrator Harry Wiebe was
also present, as was Solicitor Mike Jones via Skype.
Randy Daeger motioned to approve the
minutes of the February 16th Council meeting, seconded by Barb Rife. Vote: Randy
Daeger, yea; Barb Rife, yea; Ryan Mapes, yea; Danny Workman, yea; Tim Boss,
yea, Robert, abstain.
Michael Wehrkamp was a guest at the
Council Meeting. He is running for
Paulding County Probate/Juvenile Judge.
He came to introduce himself and talk about an idea that he has to
improve the Probate/Juvenile Court. He
would like to establish a Community Service Program at the Juvenile Court. Juvenile defenders could work for the
village, townships, and other non- profit organizations to work off their
community service hours.
Ordinance No. 1517-16 re: An Ordinance Authorizing
Declarations of Official Intent under U.S. Treasury Regulations with Respect to
Reimbursements from Proceeds of Bonds, Notes or other Obligations of Temporary
Advances made for Payments prior to Issuance, and Related Matters, and
Declaring An Emergency was read for the first time. Robert L. Boyd
motioned to suspend rules and declare an emergency, seconded by Randy Daeger.
Vote: all yea. Randy Daeger motioned to
approve the legislation, seconded by Robert L. Boyd. Vote: all yea.
Harry Wiebe presented the Administrator’s Agenda. The
agenda consisted of the following:
Administrator Harry Wiebe passed out a Ranking Project
List that he received from the Maumee Valley Planning Organization. It is a long range transportation plan that consists
of Defiance, Fulton, Henry, Paulding, and Williams Counties.
Mayor Reinhart relayed that the
Parking Tickets collected for February 2016 was $100.00. Mayor’s Court collected $1,547.00 for the
month of February 2016.
Mayor Reinhart would like to look
into changing the Income Tax Contract with Central Collection Agency and
bringing it in-house.
Mayor Greg Reinhart asked that Council go into
Executive session to discuss legal & personnel matters.
Randy Daeger motioned for Council to move into
Executive Session for personnel matters, seconded by Robert L. Boyd. Vote: all
yea.
Randy Daeger motioned for Council to move into Regular
Session, seconded by Tim Boss. Vote: all yea.

Randy Daeger motioned to pay the bills, seconded by
Ryan Mapes. Vote: all yea.

Rife motioned to adjourn, seconded by Danny Workman. Vote: all yea.
