Paulding Village Council met in Regular Session on August 1, 2016, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Robert L. Boyd, Ryan Mapes, Danny Workman, Tim Boss and Barb Rife. Solicitor Mike Jones was present via Skype.
Dan Workman motioned to approve the minutes of the July 18th Council meeting, seconded by Robert L. Boyd. Vote: all yea.
Ryan Mapes reported on the Street Committee meeting held on July 26, 2016. The following matter was discussed:
· The alley located between W. Perry and W. Jackson in the 500 block. It was discussed whether to improve the alley way or to vacate. With all information gathered it is the recommendation of the Street Committee to ask council for proceeding in vacating the alley.
Randy Daeger motioned to approve the Street Committee’s recommendation to vacate the alley located between W. Perry and W. Jackson in the 500 block, seconded by Barb Rife. Vote: all yea.
Council President, Randy Daeger received a quote from Jay Dangler Excavating to repair cement pad on Helen Street. Part of the cement pad had to be dug up when a new sewer line was put in there in the month of May. The quote was for $1,000 to dig out and replace cement that had to be removed during sewer line maintenance. Barb Rife motioned to approve the quote of $1,000 from Jay Dangler Excavating for the Helen St cement pad repair, seconded by Dan Workman. Vote: all yea.
Finance Director Annette Hasch asked for the approval for Mayor Reinhart to sign the Phase #2 Combined Sewer Separation Change Order #3. This change order was for the following items:
· Item 1 Internal Plumbing $7,072.50. This item includes labor, materials, and equipment cost to re-plumb the private property at 100 East Jackson Street in order to direct the sanitary flow from this building into the sanitary sewer. Quote was provided by the Contractor who contracted Hanenkratt Plumbing, licensed plumber to perform the work.
· Item 2 Hopkins Alley $9,624.40. This item includes negotiated costs to reconstruct Hopkins Alley to a stone alley and as approved by Council.
· Item 3 Pavement Markings $8,064.10. This item includes negotiated costs to apply pavement markings on the Safe Routes to Schools project that were removed by the Combined Sewer Separation Project. The markings did not exist prior to the Safe Route to Schools Project.
Dan Workman motioned to approve the Mayor to sign the Phase #2 Combined Sewer
Separation Change Order #3, seconded by Barb Rife. Vote: all yea.
Finance Director, Annette Hasch also asked Mayor and Council if they wanted a formal post audit meeting with the State Auditors. A meeting will be scheduled and everyone will be notified of the meeting.
Craig Knapke from Access Engineering wanted Mayor and Council to know that OPWC (Ohio Public Works Commission) application deadline is September 1, 2016. If anyone knows of any upcoming projects that you would like Craig to pursue, the deadline is near. He was not aware of any projects that Harry Wiebe had planned to do. Randy Daeger mentioned that he and Harry had talked about putting wind mills in at the Stokely Ponds or the farm ground by the sewer lagoons. Robert L. Boyd suggested looking into Energy Grants for this type of project.
Mayor Reinhart said he that he would like to have an Ordinance meeting to discuss the ordinance regarding first floor apartments. It is not scheduled at this time.
Mayor Reinhart also stated that he is has been getting phone calls regarding an electric government aggregation program. Mike Jones suggested that the Mayor send the information to him to review.
The Mayor wanted to thank the street guys for painting of the shop building and for painting the street lines.
Mayor Reinhart recommended Robert Fisher for the position of Village Administrator.
Mayor Reinhart wanted to know if he should invite Paulding Township and Jackson Township trustees to a meeting to discuss tax boundaries.
Mayor Reinhart attended a meeting regarding the County’s mitigation plan that Ed Bohn is working on. This plan needs to be passed in order to receive FEMA money after or during a disaster.
Mayor Reinhart presented a noxious weed assessment statement. It was as follows:
Robert L. Boyd motioned to approve noxious weed assessment, seconded by Barb Rife. Vote: all yea.
Councilmen, Randy Daeger asked Solicitor Mike Jones about the property on Coupland St and church property on W. Jackson. Mike said that Prosecutor Joe Burkard was going to file a tax foreclosure on Coupland St. property. The other property on W. Jackson would take two years before it could be foreclosed because of tax delinquency. If the Village wants to go ahead on demolition of this property, Mike Jones would have to call Toledo Environmental for an inspection test for asbestos. Randy Daeger suggested it be discussed further in the Building & Grounds upcoming meeting.
Mayor Greg Reinhart asked that Council go into Executive session to discuss the employment of a public employee.
Dan Workman motioned for Council to move into Executive Session to consider the employment of a public employee, seconded by Robert L. Boyd. Vote: all yea.
Dan Workman motioned for Council to move into Regular Session, seconded by Randy Daeger. Vote: all yea.
Mayor Reinhart recommended Robert Fisher for the position of Village Administrator. Randy Daeger motioned to approve the appointment of Robert Fisher as Village Administrator with the stipulation that he moves to the Village, seconded by Robert L. Boyd. Vote: Randy Daeger, yea; Robert L. Boyd, yea; Ryan Mapes, yea; Dan Workman, no; Tim Boss, no; Barb Rife, no. Motion tied therefore denied.
The following meeting was scheduled:
