Paulding Village Council met in Regular Session on September 19, 2016, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Robert L. Boyd, Ryan Mapes, Danny Workman, Tim Boss and Barb Rife. Administrator Robert Fisher was also present, as was Solicitor Mike Jones via Skype.
Dan Workman motioned to approve the minutes of the September 6th Council meeting, seconded by Ryan Mapes. Vote: all yea.
Sandy Bandy was present at the meeting asking about the alley that is being vacated with Ordinance No. 1523-16. The improved portion of the alley is the access road to the garage on her property. She feels that vacating the improved portion of the alley will deteriorate her property. It was suggested that she attempt to attain an easement from her surrounding neighbors or buy the alley property being vacated in order to obtain access to her garage. It was suggested to postpone the passage of the Ordinance to give Sandy Bandy more time to talk to her neighbors about easements.
Tim Boss reported on the Recreation Committee meeting held on September 12, 2016. There was a dead tree at the Reservoir Park that was needed to be cut down. The Street Department took care of the dead tree on September 16, 2016.
Tim Boss reported on the Ordinance Committee meeting held on September 12, 2016. The purpose of the meeting was to revisit and possibly change the wording to clarify Ordinance No. 1328-05. The amended Ordinance is to follow in the agenda.
Tim Boss reported on the Salary & Allowance Board meeting held on September 12, 2016. The reason for this meeting was to discuss present wages of employees and mainly an informative meeting for newer council members.
Ordinance No. 1528-16 re: An Ordinance Amending Ordinance No. 1328-05 as it relates to Section 90.12 of the Village of Paulding Zoning Code was read for the first time.
Ordinance No. 1529-16 re: An Ordinance Granting Village Administrator Robert J. Fisher additional time within which to relocate his residence within the corporation limits of the Village of Paulding, Ohio was read for the first time.
Resolution No. 1314-16 re: A Resolution Accepting the Amounts and Rate as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and certifying them to the County Auditor was read for the second time.
Ordinance No. 1525-16 re: An Ordinance Changing the Zoning Classification of Certain Lots in the Village of Paulding, Ohio was read for the second time.
Ordinance No. 1526-16 re: An Ordinance Repealing Ordinance No. 1496-15 was read for the second time.
Ordinance No. 1523-16 re: An Ordinance Vacating an Alley Located Between Lots 28 through 31 (North Side) an 40 through 43 (South Side) of Dix’s First Addition to the Village of Paulding, Paulding County, Ohio was read for the third time. Randy Daeger motioned to table legislation at this time, seconded by Robert L. Boyd. Vote: all yea.
Administrator Robert Fisher mentioned that Cooper Farms had called him about abandoning an alley close to the feed mill. Mayor Reinhart has given Cooper Farms information previously. Robert will check to see if Cooper Farms has all the information that they need. Robert would also like some more members of the Street department to acquire their chemical spraying licenses. Currently Jerry Smith is the only one with a license to spray. Council was in favor of the department and Robert obtaining the chemical spraying license.
Mayor Greg Reinhart said the new waterline on Harrison Street has been installed and is operating. He also mentioned that the Paulding Economic Development Banquet is October 4, 2016.
Randy Daeger motioned to pay the bills, seconded by Tim Boss. Vote: all yea.
Dan Workman motioned to adjourn, seconded by Robert L. Boyd. Vote: all yea.
