Paulding Village Council met in Regular Session on October 3, 2016, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.

 

Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Robert L. Boyd, Ryan Mapes, Danny Workman, Tim Boss and Barb Rife. Administrator Robert Fisher was also present, as was Solicitor Mike Jones via Skype.

 

Robert L. Boyd motioned to approve the minutes of the September 19th Council meeting, seconded by Ryan Mapes. Vote: all yea.

 

            Sandy Bandy, Carol Merz, and Mark Miller were present at the meeting discussing their concerns about the alley that is being vacated with Ordinance No. 1523-16. Carol Merz wants alley left as it is presently. Sandy Bandy doesn’t want it vacated because of the access to the garage on her property. She was trying to receive easements from her surrounding neighbors so that her renters have access to the garage. She is having some difficulty locating one property owner. A Street Committee meeting was set up to discuss further.

           

Ordinance No. 1528-16 re: An Ordinance Amending Ordinance No. 1328-05 as it relates to Section 90.12 of the Village of Paulding Zoning Code was read for the second time.

 

Ordinance No. 1529-16 re: An Ordinance Granting Village Administrator Robert J. Fisher additional time within which to relocate his residence within the corporation limits of the Village of Paulding, Ohio was read for the second time.

 

Resolution No. 1314-16 re: A Resolution Accepting the Amounts and Rate as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and certifying them to the County Auditor was read for the third time. Robert L. Boyd motioned to approve the legislation, seconded by Dan Workman. Vote: all yea.

 

Ordinance No. 1525-16 re: An Ordinance Changing the Zoning Classification of Certain Lots in the Village of Paulding, Ohio was read for the third time. Dan Workman motioned to approve the legislation, seconded by Ryan Mapes. Vote: all yea.

 

Ordinance No. 1526-16 re: An Ordinance Repealing Ordinance No. 1496-15 was read for the third time. Barb Rife motioned to approve the legislation, seconded by Dan Workman. Vote:  all yea.

 

Ordinance No. 1523-16 re: An Ordinance Vacating an Alley Located Between Lots 28 through 31 (North Side) an 40 through 43 (South Side) of Dix’s First Addition to the Village of Paulding, Paulding County, Ohio was read for the third time. Randy Daeger motioned to table legislation at this time, seconded by Dan Workman. Vote: all yea.

 

Robert Fisher presented the Administrator’s Agenda. The agenda consisted of the following:

 

 

Randy Daeger motioned to approve the Administrator’s Agenda, seconded by Tim Boss.

Vote: all yea.

 

            Mayor Reinhart relayed that the Recreation Board met on October 3, 2016 and asked about the weeds and poison ivy along the inside of the Reservoir. The board said the weeds were about three foot tall. Robert Fisher will check into the weed issue.

 

            Mayor Greg Reinhart relayed that the parking ticket fines collected for September 2016 were $25.00. Mayor’s Court collected $407.00 for the month of September 2016.

 

Mayor Greg Reinhart thanked the Police Department, Sherriff’s Office, the Prosecutor’s Office, and Gina Weidenhamer for the all the work that they put in for the murder trial.

 

Mayor Reinhart asked Village Administrator Robert Fisher to invite Paulding Township Trustees and Jackson Township Trustees to a meeting.

 

Solicitor Mike Jones discussed the Cooperative Agreement that Maumee Valley Planning gave the Village for the US 127/Gasser Road Intersection Improvement Project. This agreement is between the Board of Trustees of the Paulding County Transportation Improvement District and the Village of Paulding. The Village of Paulding was awarded $169,000 for this project through the Paulding County TID. This is a reimbursing contract. Dan Workman motioned to authorize Robert Fisher to sign the Cooperative Agreement for the US 127/Gasser Road Intersection Improvement Project, seconded by Randy Daeger. Vote: all yea.

 

The following meetings were scheduled:

 

·         Salary & Allowance Committee meeting—Friday, October 7, 2016 @ 5:00 p.m.

·         Street Committee meeting—Tuesday, October 11, 2016 @ 5:30 p.m.

·         Committee of the Whole meeting—Tuesday, October 11, 2016 @ 6:00 p.m. or

·         Committee of the Whole meeting—Thursday, October 13, 2016 @ 6:00 p.m.

 

Randy Daeger motioned to pay the bills, seconded by Robert L. Boyd. Vote: all yea.

 

Barb Rife motioned to adjourn, seconded by Dan Workman. Vote: all yea.
