Paulding Village Council met in Regular Session on November 7, 2016, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Robert L. Boyd, Ryan Mapes, Danny Workman, Tim Boss and Barb Rife. Administrator Robert Fisher was also present, as was Solicitor Mike Jones via Skype.
Randy Daeger motioned to approve the minutes of the October 17th Council meeting, seconded by Robert L. Boyd. Vote: all yea.
Barb Rife reported on the Safety Committee meeting held on October 19, 2016. The following item was discussed:
· The EMS mutual aid agreements were discussed. Another meeting will be scheduled. The agreements need to be updated.
Resolution No. 1315-16 re: A Resolution Authorizing the Purchase of Supplies for the year 2017 was read for the first time.
Finance Director Annette Hasch asked for the authorization for the Mayor and her to sign the pay request for Underground Pipe & Valve (water meter project) in the amount of $47,664.00. Dan Workman motioned to authorize the Mayor and Finance Director to sign the pay request for Underground Pipe & Valve, seconded by Ryan Mapes. Vote: all yea.
Mayor Greg Reinhart asked about the traffic light at Williams Street and Baldwin Street. He was told it has been sent out for repairs.
Randy Daeger asked about the sidewalks on Williams Street. There were a couple sections torn out. It was because there was not crosswalk at the intersections that were torn out.
Mayor Greg Reinhart reported that the new sign is up at the brush pile. The brush pile is for residents only. No commercial or non-residents are supposed to be using the brush pile. Tickets can be written for non-compliance.
Mayor Greg Reinhart received two letters from the EPA. One was for the Wastewater Treatment Plant. The EPA is expecting the Village to complete design and bidding of Phase 3 of the CSO (sewer separation) project no later than May 31, 2017. The other letter received from the EPA was for the Water Treatment Plant. This letter was in regards to the sanitary survey done at the Water Plant. There were no violations regarding the safe drinking laws. They did have three recommendations.
Mayor Greg Reinhart relayed that the parking ticket fines collected for October 2016 were $175.00. Mayor’s Court collected $865.00 for the month of October 2016.
Mayor Greg Reinhart also stated that the October 2016 Paulding EMS report is the packet.
Solicitor Mike Jones addressed the EPA letter regarding the sewer separation. A response is needed by November 10, 2016 in regards to the Village’s Long Term Control Plan (LTCP) for sewer separation. Robert Fisher will contact Joe Hotz from Jones & Henry to draft a response letter.
Ryan Mapes asked if the Wastewater pump issue was resolved. Robert Fisher explained that it is still being worked on.
Ryan Mapes also asked about the old drinking fountain at LaFountain Park. He said it is leaking where it was capped off. Robert Fisher will check into matter.
Dan Workman motioned for Council to move into Executive Session to discuss personnel working hours, seconded by Ryan Mapes. Vote: all yea.
Barb Rife motioned for Council to move into Regular Session, seconded by Randy Daeger. Vote: all yea.

· Buildings & Grounds Committee meeting—Monday, November 14, 2016 @ 6:00 p.m.
· Salary & Allowance Committee meeting—Tuesday, November 15, 2016 @ 4:30 p.m.
· Utility Committee meeting—Tuesday, November 15, 2016 @ 5:00 p.m.
Randy Daeger motioned to pay the bills, seconded by Robert L. Boyd. Vote: all yea.
Tim Boss motioned to adjourn, seconded by Ryan Mapes. Vote: all yea.
