We recently had a damp problem and found the wall cavity had been bridged by building rubble, which we sorted. We ended up hacking off. Since you state that you are using rollers to apply the primer, that is almost certainly a large part of your issue. Users share their experiences, opinions and tips on using 123 for interior and exterior projects. And, yes, you're correct, 123 has a slight sheen to it.
