PUBLIC NOTICE OF FILING OF APPLICATION BY WASTE MANAGEMENT OF NEW MEXICO, INC. TO RENEW A SOLID WASTE (MUNICIPAL/SPECIAL) FACILITY PERMIT FOR THE VALENCIA REGIONAL LANDFILL AND RECYCLING FACILITY IN VALENCIA COUNTY, NEW MEXICO Pursuant to Section 22 of the New Mexico Solid Waste Act (NMSA 1978, Section 74-9-22), and Section 20.9.3.8.G and 20.9.3.25 NMAC, notice is hereby given to the public and other affected individuals and entities that Waste Management of New Mexico, Inc. ("Waste Management"), owner and operator of the Valencia Regional Landfill and Recycling Facility, has filed an Application, as amended, with the Resource Recovery Bureau of the New Mexico Environmental Department ("NMED") to renew a the solid waste facility permit for the Valencia Regional Landfill and Recycling Facility ("the Landfill"). The Application may be viewed at the Applicant's address listed in Section 1 and at the NMED address listed in Section 5 of this Notice. The property on which the Landfill is located is owned by Waste Management. The Landfill is an existing solid waste facility that was originally permitted in 1988 and is operating pursuant to its current NMED Solid Waste Facility Permits, SWM-013229 and SWM-013230(SP), issued by NMED on November 20, 2006. Current operating hours for the Landfill are 7:00 a.m. to 4:00 p.m. Monday through Friday and 7:30 a.m. to 1:00 p.m. Saturday. The Landfill is closed on Sundays and major holidays. The Landfill may operate outside scheduled operating hours to accommodate site preparation, inclement weather conditions, cover application, special projects, infrastructure construction, waste transfer operations, internal operation/ projects, maintenance, monitoring, and other special circumstances. If approved, the Permit Renewal will authorize continued operation for 20 additional years. 3. Description of the Facility. a. General Process: The Landfill receives solid waste, including construction and demolition debris (C&D), from commercial haulers and the public and is permitted to receive special waste. The solid waste is placed and compacted in lined phases/cells that are served by environmental control systems, including but not limited to a leachate collection system, stormwater management controls, composite liners, and vadose zone and landfill gas monitoring. Special wastes are processed in accordance with the applicable Special Waste Disposal Management Plan. At the end of each working day, the working face (waste) is covered with at least 6 inches of soil or an alternative cover approved by NMED. The C&D cells receive a minimum of six inches of soil cover at least once per week. Final cover will be installed on waste cells that have reached design grades, consistent with the site's Closure/PostClosure Plan Plans include a public recycling drop-off with services limited to material collection and transfer to registered material recovery facilities or appropriate markets. b. Location: The Valencia Regional Landfill and Recycling Facility is located entirely within Section 27, Township 6 North, Range 2 West approximately 17 miles west of Los Lunas and 6 miles south of State Highway NM 6. The address is 1600 Highway 6 NW, Los Lunas, NM 87031. c. Size: The area within the facility boundary is 496 acres with 361 acres engineered and permitted for waste disposal. d.
