The primary challenge when you tile over painted concrete is ensuring a secure bond that prevents the new tile from becoming detached. Paint creates a smooth, non-porous barrier that tile adhesive struggles to grip securely. Furthermore, any cracks or weaknesses in the existing concrete can telegraph through the paint and into the new tile layout, causing cracks to appear in your finished floor. Addressing these issues before the first tile is set is the only way to achieve a durable, long-lasting result.
Assessing the Condition of Your Floor
Before you purchase a single tile or tube of grout, you must evaluate the surface you are working with. Start by performing a simple tape test: press strong duct tape firmly onto the painted surface and rip it off quickly. If paint flakes off on the tape, the existing finish is unstable and cannot be used as a base for tiling. You will need to strip the paint completely down to the bare concrete.

Next, inspect the concrete for structural integrity. Look for signs of active cracking, spalling (where the concrete surface is flaking or crumbling), or significant oil stains that have not been properly sealed. If the concrete is crumbling or soaking up water like a sponge, tiling over it will only trap moisture and lead to mold and further deterioration. These structural problems must be repaired or the concrete replaced before tiling.
Essential Preparation Steps
Deep Cleaning and Degreasing
Surface preparation is the most critical phase of tiling over painted concrete. Even if the paint is adhered well, it can be coated with a thin layer of grease, dirt, or previous sealers that block adhesion. You must clean the floor with a heavy-duty degreaser or an alkaline cleaner specifically designed for concrete. Use a stiff scrub brush or a floor machine with a deck brush to agitate the surface thoroughly, then rinse completely with clean water and allow it to dry for 24 to 48 hours.
Repairing Cracks and Holes
Once the concrete is clean and dry, address any physical damage. Hairline cracks should be widened with a chisel and filled with a flexible, non-sag concrete patching compound. Larger holes or divots require a stronger patching mortar. It is vital to use products specifically designed for concrete repair, as standard spackle or drywall compound will crumble under the weight of tile and foot traffic. Use the appropriate notched trowel size recommended by the tile manufacturer to apply the thinset, ensuring even ridges of adhesive across the entire surface. Because you are working over a paint film, it is crucial to avoid large empty spots where the adhesive might not bond. Press the tiles firmly into the bed and use tile spacers to maintain consistent grout lines.

Once the thinset has set, usually after 24 hours, you can begin grouting. Choose a high-quality grout that is suitable for the size of your tile and the location of the installation. Grout seals the joints and prevents moisture from seeping down to the vulnerable paint layer below. After the grout has dried, apply a penetrating grout sealer to protect the surface from stains and make future cleaning easier.
