02:35.720] the world in Europe the German Zetradax higher by six tenths of a percent let's do in a hundred [02:35.720 --> 02:40.120] higher just marginally but two tenths of a percent that counts as green and France higher [02:40.120 --> 02:45.160] by three tenths of a percent investors are waking up to a lot to chew on this morning [02:45.160 --> 02:49.640] frankly Federal Reserve Chairman Jay Powell under renewed pressure from President Trump [02:49.640 --> 02:54.600] he heads back to the Hill today among his concerns the coronavirus which he says the [02:54.600 --> 03:00.440] central bank is actively monitoring as companies like Boeing and carrying like new concerns [03:00.440 --> 03:06.160] over the outbreak earning season remains at the forefront as well names like Cisco Walmart [03:06.160 --> 03:12.040] and dear those are still on deck and a far left win in New Hampshire last night for Bernie [03:12.040 --> 03:17.680] Sanders shaking up the Democratic presidential field joining me now clear now makes founder [03:17.680 --> 03:22.720] and head of research James Lou we got an awful lot to tackle tackle here James let's start [03:22.720 --> 03:27.760] with Chairman Powell what do you expect from him today when he heads back to Capitol Hill [03:27.760 --> 03:32.360] sort of more of what he said yesterday reiterated with the same or different words or a different [03:32.360 --> 03:35.760] message here today yeah good morning Courtney we think it's pretty much gonna be the same [03:35.760 --> 03:39.920] message I mean the message from the Fed is that the economy is in good shape there are [03:39.920 --> 03:44.080] these big uncertainties in the world as there always are last year it was trade this year [03:44.080 --> 03:47.720] it's a coronavirus these uncertainties are very hard to measure but you know you look [03:47.720 --> 03:52.480] at last week's jobs report very solid and the underlying trend is still good so there's [03:52.480 --> 03:57.800] not much more that the Fed can do at the moment other than staying put you also look at the [03:57.800 --> 04:02.840] market reaction and where Fed fund futures are and while the market has cheered what [04:02.840 --> 04:08.080] the Fed has done over the last year you also are seeing now the expectation that there [04:08.080 --> 04:12.360] will be some sort of rate cut maybe by the middle of the year and certainly at least [04:12.360 --> 04:15.680] one rate cut by the end of the year from the market so that's something that's evolving [04:15.680 --> 04:20.080] over time and that's changed as uncertainties like coronavirus have taken shape does that [04:20.080 --> 04:23.560] feel appropriate to you to be talking about rate cuts again I know that may be what the [04:23.560 --> 04:27.920] market is expecting but is that what the economic data tells you might be appropriate so not [04:27.920 --> 04:31.320] from our perspective so we think that we're in a position where a wait and see approach [04:31.320 --> 04:35.320] probably is appropriate but of course you know the market over the last 10 years has [04:35.320 --> 04:40.360] been trained to expect this Fed put and I think from an economic perspective you know [04:40.360 --> 04:44.840] obviously there's a human toll and human tragedy for around coronavirus that we shouldn't overlook [04:44.840 --> 04:50.040] but economically speaking coronavirus couldn't have happened at a worse time and that's because [04:50.040 --> 04:54.560] we had all this trade uncertainty affecting trade between us and China and the global [04:54.560 --> 05:00.200] economic picture last year and now this year that issue especially the spread of coronavirus [05:00.200 --> 05:04.360] around the world could in fact have a toll on economic growth as well so you know from [05:04.360 --> 05:08.120] a timing perspective it's not great but these are big uncertainties they're very hard to [05:08.120 --> 05:12.680] measure and so the Fed should probably stay put now the irony of course is that the markets [05:12.680 --> 05:15.720] are at all time highs and they're basically trying to look through that right at the moment [05:15.720 --> 05:19.800] absolutely that is something that is so interesting and has a lot of us scratching our heads I [05:19.800 --> 05:24.240] think the bond market was flashing maybe some warning signs that the equity market wasn't [05:24.240 --> 05:28.040] quite but to your point it does seem as if we're looking through and Chairman Powell [05:28.040 --> 05:32.840] did use the word resilient I believe yesterday when he was talking about the U.S. economy's [05:32.840 --> 05:38.360] ability to sort of absorb some of these bigger global problems does that do you still feel [05:38.360 --> 05:43.400] like we are resilient when it comes to the U.S. economy even after all these years of [05:43.400 --> 05:47.560] growth and a common native policy we do think that's the case so the U.S. of course has been [05:47.560 --> 05:53.880] the main engine of the last decade for global growth now the challenge is that if many investors [05:53.880 --> 06:00.120] expect a big resurgence in both global growth and also market performance not just based [06:00.120 --> 06:03.800] on last year but also where valuations are then we will have to see other economies start [06:03.800 --> 06:08.520] to pick up slack and so you think back to a year like 2017 when it wasn't just in U.S. [06:08.520 --> 06:12.760] doing well we had you know people talking about global coordinated growth global synchronized [06:12.760 --> 06:17.000] growth and that was a year when not just U.S. markets performed well but emerging markets [06:17.000 --> 06:21.240] and developed markets also so I think that's the type of situation situation we would have to see [06:21.240 --> 06:25.880] of course you know the coronavirus does potentially dent that a little bit but the reality is it's [06:25.880 --> 06:29.960] very hard to measure that effect that's you know you think while SARS and really those are [06:29.960 --> 06:35.560] backward looking academic studies you can't just count up the number of you know items that weren't [06:35.560 --> 06:41.320] produced because of disease it's also the deals that weren't done it's the economic activity [06:41.320 --> 06:45.480] that could have happened that didn't happen that's incredibly hard to measure ultimately speaking [06:45.480 --> 06:49.640] you know you need this global growth to come back in order to justify what a lot of investors surprised at the low finish of senator [32:11.320 --> 32:16.360] elizabeth warren and former vice president joe biden who with lower than 15 percent of [32:16.360 --> 32:22.360] support here in new hampshire did not cross the threshold to get any delegates biden has already [32:22.360 --> 32:27.480] left new hampshire to start campaigning in south carolina which is the next presidential [32:27.480 --> 32:34.680] state contest on february 22nd he acknowledged uh that he has not been performing well in the race [32:34.680 --> 32:40.520] uh but is uh and latinos to hopefully improve his numbers and finally because of the performance [32:40.520 --> 32:46.840] in in new hampshire we are seeing some presidential campaigns suspended uh both andrew yang and [32:46.840 --> 32:51.640] senator michael bennett saying last night that it would be the end of the road for their campaigns [32:51.640 --> 32:58.040] so we are seeing the race narrow slightly courtney but we still have more than a handful in the running [32:58.040 --> 33:02.600] yeah kayla and yesterday i know you were telling us that at least that sort of ceremonial first [33:02.600 --> 33:08.440] votes they went to mayor bloomberg but i didn't hear you sort of mention how it all shook out for him [33:08.440 --> 33:17.720] i guess that was all he got uh yeah and certainly that was more of um you know and a novelty vote [33:17.720 --> 33:23.240] dicksville notch just casting a handful of votes certainly he has been spending ad money [33:23.240 --> 33:27.960] here in the state he has been gaining traction in national polls but courtney he hasn't really [33:27.960 --> 33:33.560] been spending any time in the state he may uh in the future there are some reports that he is uh [33:33.560 --> 33:39.800] in uh increasing his staff here in new hampshire and opening an office here uh but uh he has not [33:39.800 --> 33:45.320] really been campaigning here uh at all he will appear on his first debate stage of the cycle [33:45.320 --> 33:51.800] next week in nevada that is certainly something every campaign is preparing for this is so interesting [33:51.800 --> 33:56.920] kayla thank you very much for --> 34:06.840] the election and your money i'm joined by jeff mills his chief investment officer at bren mar trust [34:06.840 --> 34:12.840] and jimmy pethacoccus economic analyst at the american enterprise institute both of these gentlemen [34:12.840 --> 34:17.560] our cnbc contributors jimmy i guess i'm gonna start with you just to give us kind of the lay [34:17.560 --> 34:22.520] of the land and how you think everything shook up last night's why understand mr sanders won but [34:22.520 --> 34:27.160] by a relatively narrow margin so what does this mean going forward biden's already moved on to [34:27.160 --> 34:32.280] south carolina what's happening here who's going to be the democratic frontrunner well what happened [34:32.280 --> 34:37.480] was that we had a frontrunner who as it turns out is really bad at running for president i don't [34:37.480 --> 34:42.120] think joe biden's ever done better than about a fourth place finished in a primary uh he looks [34:42.120 --> 34:47.960] like he barely has a pulse and we have a very weak frontrunner in a very uh fractured field [34:48.600 --> 34:53.960] and listen if you were going to come up with a scenario where somebody who has unlimited money [34:53.960 --> 35:00.920] to spend can jump in shake the whole thing up maybe win maybe create a uh you know a brokered [35:00.920 --> 35:05.400] convention next summer that's exactly what you're seeing you mentioned mike bloomberg at the end [35:06.360 --> 35:10.760] i don't know what i don't know what his scenarios were that he ends up as a democratic nominee [35:10.760 --> 35:15.240] but they couldn't look much better than what's happening right now and so jeff now that we hear [35:15.240 --> 35:19.320] everything jimmy has to say and he's talking about a fracture field i guess it's a little hard for [35:19.320 --> 35:25.000] investors to sort of make some of their bets with their money but if it is bernie sanders [35:25.000 --> 35:29.320] i mean you couldn't be further different from the situation we have right now in the white [35:29.320 --> 35:35.800] house as far as economic policy is concerned yeah no question but i think the market has it about [35:35.800 --> 35:41.000] right you know it continues to levitate even as sanders has risen in the polls but i think the [35:41.000 --> 35:46.120] bottom line is that no president has lost reelection when they've avoided a recession [35:46.120 --> 35:51.480] in the two years prior to that reelection bid so you know in my estimation you have [35:51.480 --> 35:57.000] a bottoming of global manufacturing it looks like leading economic indicators are inflecting higher [35:57.000 --> 36:02.040] if you look at earnings as an example usually guidance for 2020 at this point in time would [36:02.040 --> 36:08.680] have been down by about 1.4 percent guidance is only down by about 4 percent so far so fundamentally [36:08.680 --> 36:13.240] things look good which means we likely avoid a recession leading into reelection so i think [36:13.240 --> 36:19.000] investors are looking toward another president trump victory here and usually when the incumbent [36:19.000 --> 36:24.440] wins on average the s and p 500 is up about 10 percent when the incumbent loses usually up about [36:24.440 --> 36:29.160] 3 percent so a big gap there but if you're playing the odds it looks like a reasonably good scenario [36:29.160 --> 36:33.320] for markets and i think that's how investors are acting at the current time you know i mean polls [36:33.320 --> 36:39.560] show that uh or suggest you know that bernie sanders can be president trump uh a lot of investors [36:39.560 --> 36:43.960] look at those betting markets those betting markets have trump the favorite and even if [36:43.960 --> 36:48.120] even if trump should lose you have a president sanders you know we're not going to get a wealth [36:48.120 --> 36:52.040] tax probably unconstitutional we're not going to suddenly we're not going to you know outlaw [36:52.040 --> 36:56.600] all private insurance companies so i think they're looking at it's an unlikely scenario the bernie [36:56.600 --> 37:02.760] sanders wins it's even more unlikely scenario that we go hashtag full socialism and jeff as you [37:02.760 --> 37:07.240] follow along you know you said you gave us some stats there about what happens when incumbent [37:07.240 --> 37:14.280] presidents win and then if they lose the s and p 500 is up about 56 percent since trump has been in [37:14.280 --> 37:21.400] office i mean but what would market say about sort of looking at this very fractured field i guess [37:21.400 --> 37:26.600] i'm still just not convinced that the markets are going to behave the same way if the candidate is [37:26.600 --> 37:33.080] bernie sanders versus if the democratic candidate is say mike bloomberg yeah look i mean jim mentioned [37:33.080 --> 37:37.640] it right if you look at the national polling i think sanders is ahead of trump by something like [37:37.640 --> 37:42.760] four percent and that gap has actually widened a little bit so i do think that even if it's just [37:42.760 --> 37:49.560] for a period of time investors may need to react in a way that you know supposes that there could [37:49.560 --> 37:54.840] possibly be a bernie sanders president so i think it could cause volatility in the near term and [37:54.840 --> 37:59.000] honestly i've been surprised that the catalyst the markets have been given thus far whether it's [37:59.000 --> 38:04.440] coronavirus or sanders surging in the polls hasn't done more to shake the markets i mean if you look [38:04.440 --> 38:10.440] at what's going on right now you've got the top 50 names in the s and p 500 some 13 percent above [38:10.440 --> 38:15.320] their long term moving average if you look under the surface there's some breadth deterioration so [38:15.320 --> 38:21.000] we had 80 percent of names above the 50 day moving average now only 60 so i think in the near term [38:21.000 --> 38:25.400] whether it's the coronavirus whether it's something important term prediction i think if you look out [38:25.400 --> 38:30.840] ahead it's just difficult to be too negative on a market where the liquidity backdrop is what it is [38:30.840 --> 38:34.840] via what central banks are doing they continue to stand at the ready and like i said i think [38:34.840 --> 38:40.520] fundamentals on on balance are actually looking better not worse jimmy looking forward as these [38:40.520 --> 38:45.400] primary contests roll on do you think we're going to continue to see such a fracture field or these [38:45.400 --> 38:49.880] campaigns going to start to pull together and voters start to sort of aggregate towards one [38:49.880 --> 38:53.560] candidate or is this just the way it's going to be until we get to like you said the possibility [38:53.560 --> 38:59.000] of a procured convention yeah listen i think i think if you had if there wasn't a mike bloomberg [38:59.000 --> 39:04.040] sort of looming out there you'd say at some point listen sanders has you know he's won the votes in [39:04.040 --> 39:09.640] these four in the caucus and the primary uh the next couple of states look much better than him [39:09.640 --> 39:14.840] i mean he kind of in a normal situation he kind of should be the democratic nominee people don't [39:14.840 --> 39:19.960] believe it because of his age because of the socialism tag and because we have this age bomb [39:19.960 --> 39:25.720] of money about to explode in this primary over the next until the second the last quarter of 2021 they will be profitable so i trust them i trust [41:05.960 --> 41:10.760] the numbers i trust the ceo so i think he's on the right track and this quarter was is proving out that this is the way to go so you're an early [41:20.920 --> 41:25.160] investor are you currently an investor in lift no we are not i mean we distribute the shares after [41:25.160 --> 41:31.480] the expiration but we were early investors like i said okay okay and so you you mentioned that lift [41:31.480 --> 41:37.560] is a pure play and you mean because they don't have a lift eats like an uber eats but some people [41:37.560 --> 41:41.880] point to that is actually a really good thing for uber you don't think lift needs that no they don't [41:41.880 --> 41:46.360] need that i mean uber eats its it eats business is good but it's competitive that's the thing about [41:46.360 --> 41:50.440] uber and uber it's a different game it's a platform it has a number of other businesses [41:50.440 --> 41:56.360] not all profitable we don't know when they'll be profitable but it's it's a it's a broad platform [41:56.360 --> 42:00.840] but i think the way to go is the right sharing business in north america which has the best [42:00.840 --> 42:06.760] unit economics so this is the right focus very well with the optionality later on of going into [42:06.760 --> 42:11.560] other businesses i would rather go that way then go this way because there's a lot more to do here [42:11.560 --> 42:17.240] the market is big there's a huge opportunity out there it's still a lot more to go still early [42:17.240 --> 42:22.760] stages so i think they need the resources and the attention to execute here and then later on [42:22.760 --> 42:27.400] see about try to go into other businesses if needed but they don't need to so really important part [42:27.400 --> 42:32.520] of north america is california because it's a huge state and we've got this gig worker law [42:32.520 --> 42:36.360] on the books that these ride-sharing companies and a number of others are just not thrilled with [42:36.360 --> 42:42.280] frankly i mean how big of a threat is this and will this continue to be an overhang for investors [42:42.280 --> 42:47.640] yeah i think it's still playing out uh lift is banking on a ballot initiative they they're confident [42:47.640 --> 42:51.640] that they can win but let's see where that plays out california is not the biggest part of the [42:51.640 --> 42:56.360] market i mean it's big but it's not all all the business and there's a lot of other businesses [42:56.360 --> 43:04.040] around so there'll be some hit small percentage of the total earnings i guess but overall i think [43:04.040 --> 43:08.600] we'll see it i think the genie is out [53:58.520 --> 54:03.960] being here with us today you of course heard mr pal i'm sure you heard him say all of those things [54:03.960 --> 54:09.080] yesterday as we're trying to square up really the impact of the coronavirus saying we have to [54:09.080 --> 54:13.800] wait and see if it's material it seems to me that there's no question it will be material we just [54:13.800 --> 54:22.680] don't know perhaps to what degree that's right um uh this virus actually does have quite the potential [54:22.680 --> 54:29.320] to really uh have some big knock on effects if you think about certainly the impact the economic [54:29.320 --> 54:35.720] impact on china itself there is now speculation that that will knock off a couple of points [54:35.720 --> 54:41.080] of gdp growth there in terms of how you know in terms of how they measure it but the effects on [54:41.080 --> 54:47.240] the us um and on the trading partners for china are also really what we have to keep an eye on [54:47.240 --> 54:52.520] you heard chairman powell talk about these effects being looking to see whether they are persistent [54:53.160 --> 55:01.240] and material that is in fact um what the what the fed will look at um this is you know as i see it [55:01.240 --> 55:07.720] really kind of a double whammy because of course we're coming out of a situation where trade has [55:07.720 --> 55:16.200] been affected by the tariff wars and now we have um this uh you know this this virus to contend with [55:16.200 --> 55:22.200] from an economic growth perspective so i think i think this is actually um a serious headwind [55:22.200 --> 55:26.520] i think so too and i think it's going to be some time before we know we're so much more interconnected [55:26.520 --> 55:31.080] it seems now than even we were during the star's outbreak both the united states and china but [55:31.080 --> 55:35.320] really china with the rest of the world and their economy has certainly swelled to be much [55:35.320 --> 55:39.640] larger than it was then but the president of course sarah also kept up his attacks against [55:39.640 --> 55:44.520] j powell he was tweeting during yesterday's testimony quote when gerome powell started [55:44.520 --> 55:49.960] his testimony today the doubt was up 125 and heading higher as he spoke it drifted steadily [55:49.960 --> 55:55.320] downward as usual and is now negative 15 germany and other countries get paid to borrow money [55:55.320 --> 56:02.200] we are more prime but federate is too high dollar tough on exports oh sarah i don't think he's ever [56:02.200 --> 56:07.160] going to escape uh these tweets he's always going to be criticized and trump keeps pushing for this [56:07.160 --> 56:12.280] idea of negative rates what do you make of it all put together i guess both the president's [56:12.280 --> 56:17.800] president's criticism of powell and the idea of negative interest rates right and well the question [56:17.800 --> 56:23.960] of negative interest rates actually got questioned um you know in the in the context of the hearing [56:23.960 --> 56:28.680] yesterday and i thought i thought chairman powell was was was particularly articulate in [56:29.320 --> 56:34.280] taking negative interest rates off the table i mean he has made it clear that that is not [56:34.280 --> 56:40.440] going to be a tool in the toolbox that the fed is like more ammunition um he talked about the use [56:40.440 --> 56:45.800] of forward guidance the use of large-scale asset purchases not that these are being [56:45.800 --> 56:53.240] contemplated at the moment but you see the fed here starting to talk about its usual playbook [56:53.240 --> 57:00.040] um it should it need it um in terms of more accommodation so um i think the negative interest [57:00.040 --> 57:07.000] rate point was handled uh you know pretty clearly by chairman powell uh that is not going to be a [57:07.000 --> 57:13.560] tool that he is contemplating uh right now and i think you know the the president can tweet on [57:13.560 --> 57:19.720] and on as much as he wants about it it is a tool that is is has mixed results in terms of its use [57:19.720 --> 57:26.120] in other countries and i think its use in the us is uh something that is is not considered imminent [57:26.120 --> 57:30.840] before we go here powell did also highly what he sees is the biggest risk to us growth cyber [57:30.840 --> 57:36.600] crime if you can just take a minute we're going to play this for you the thing that that uh we [57:36.600 --> 57:43.080] worry about a lot is is cyber attacks i think we have a great game plan for traditional you know [57:43.080 --> 57:47.960] issues like bad loans and things like that it's more cyber attacks is really the the frontier [57:47.960 --> 57:54.360] where you worry sir what do you think about that how big of an issue is that it seems like so many [57:54.360 --> 57:59.320] businesses that we talk to at cmdc say yeah we're getting attacked basically every day we've just [57:59.320 --> 58:04.040] gotten better at sort of thwarting many of them but you know that's not at some point they're [58:04.040 --> 58:10.440] going to break through i should say that's right and the volume and the complexity uh the sophistication [58:10.440 --> 58:16.120] of these cyber attacks continues to increase we saw this i mean i saw this back at my time [58:16.120 --> 58:22.760] at treasury i mean this was something that is a mounting concern i think that chairman powell [58:22.760 --> 58:29.800] is correct in noting that the defensive posture of a lot of financial institutions is actually [58:29.800 --> 58:36.440] increasing and that's a good thing so from a defensive posture um a lot of the institutions [58:36.440 --> 58:41.720] do have good mechanisms in place to thwart the attacks but in terms of their coming [58:41.720 --> 58:48.120] they're coming fast and furious and they continue uh this is um a serious headwind i i would you [58:48.120 --> 58:52.520] know i would have probably answered that question right a little differently i think that there are [58:52.520 --> 58:58.600] other big risks on the horizon um and maybe they will get explored today uh from the senate side [58:58.600 --> 59:04.440] but in particular you saw chairman powell dodging around a little bit on some on on questions of [59:04.440 -->
