[03:32.080 --> 03:35.800]  were taken out, and then the bill was put to vote, and the bill had sailed through the
[03:35.800 --> 03:38.960]  Rajasabha, though it is yet to come up in the Lok Sabha.
[03:38.960 --> 03:42.840]  Perhaps Vishnu, that clear indication was lacking, and that is why the chair could not
[03:42.840 --> 03:44.240]  decide which way to go.
[03:44.240 --> 03:48.080]  The second crisis arose when what to do about the extension of the house because speakers
[03:48.080 --> 03:51.960]  were speaking till virtually as late as 11.15 in the night.
[03:51.960 --> 03:58.400]  The government went to the chairperson, chairman, Mr. Rajasabha, and told him at 11.42 that
[03:58.400 --> 04:01.600]  the government does not want an extension of the session.
[04:01.600 --> 04:07.080]  What it meant that barely 15 minutes before the clock would take 12 or midnight, the chair
[04:07.080 --> 04:09.400]  did not really know which way to go.

[04:14.960 --> 04:17.880]  That means within six months it can be taken up again.

[04:20.040 --> 04:24.680]  But perhaps that within six months the debate can start all over where it had left off in
[04:24.680 --> 04:25.760]  the Rajasabha.
[04:25.760 --> 04:28.840]  The adjournments can be taken up, but there is a right of Vishnu.
[04:28.840 --> 04:34.440]  That perhaps given the fact that it's a contentious bill and the Lokpal and the budget session
[04:34.440 --> 04:38.560]  is a very crucial session for the government, perhaps the government's first indication
[04:38.560 --> 04:41.600]  which we have got is that budget first, Lokpal next.
[04:41.600 --> 04:46.280]  So that is why the second half could well be the time of the budget sent when the Lokpal
[04:46.280 --> 04:48.720]  bill can come up.
[04:48.720 --> 04:52.840]  In the hour of the storm, the government says the Lokpal bill is not in cold storage.
[04:52.840 --> 04:59.480]  But as Sandeep Pukhand explains, the budget session in March comes with its own complications.
[04:59.480 --> 05:03.080]  The UPI never had the numbers to push through the Lokpal bill in the Rajasabha.
[05:03.080 --> 05:07.360]  The picture was further complicated by the Trinamool Congress who refused to support

[05:21.360 --> 05:25.040]  For the record, the government says it will try to revive the bill in the next session
[05:25.040 --> 05:27.360]  of parliament and the budget session of parliament.
[05:27.360 --> 05:32.400]  But the key question is, will the government bring such a controversial bill that may end
[05:32.400 --> 05:39.400]  up the political class, especially at a time when it has to pass important economic legislations
[05:39.400 --> 05:42.400]  like the budget and the food security bill?
[05:42.400 --> 05:44.920]  That's the key question.
[05:44.920 --> 05:49.360]  In a decisive setback to the Army Chief, General V.K. Singh, the Defence Ministry has formally
[05:49.360 --> 05:52.920]  rejected his appeal seeking to correct his date of birth.

[06:23.920 --> 06:27.920]  or with the calculation that he was born in 1950, it cannot be changed at this stage.

[06:31.800 --> 06:33.460]  Today it has been communicated.
[06:33.460 --> 06:38.160]  In this statutory complaint, the Army Chief had made it very clear that he is not fighting
[06:38.160 --> 06:43.800]  for tenure because if his age and which is there in his matriculation certificate as 1951,

[06:59.280 --> 07:04.040]  he has stated is being doubted, then you are doubting the Chief's intention and the entire
[07:04.040 --> 07:07.240]  office of the Chief of Army staff is under a cloud.
[07:07.240 --> 07:13.000]  So it's basically a question of personal honour that the Chief has been fighting for.
[07:13.000 --> 07:17.640]  After being targeted relentlessly over allegations of favouring a former client, the Home Ministry
[07:17.640 --> 07:22.800]  has asked all officers to show drafts of letters if the letter says that a decision has the
[07:22.800 --> 07:25.640]  approval or concurrence of the Ministry.
[07:25.640 --> 07:30.240]  Shraddambaram has said his Ministry has issued a directive to all officers that when a draft
