[00:35.000 --> 00:37.000]  What does the IT market look like in Serbia?
[00:38.000 --> 00:42.000]  Can Serbia, given the fact that it has the potential to become an IT center of the region?

[01:01.000 --> 01:08.000]  At the beginning, briefly, does Serbia have a chance to become an IT center of the region, a kind of Silicon Valley of the Balkans?
[01:08.000 --> 01:17.000]  Well, given the fact that Serbia's telecommunications market is about 5% of GDP, and that it is only 1.5 billion euros in services,
[01:18.000 --> 01:25.000]  in any case, further development has a lot of space and opportunities for young experts to contribute to further development of this area.
[01:26.000 --> 01:30.000]  Aleksandar, when it comes to training personnel, do we have potential there?
[01:30.000 --> 01:39.000]  Absolutely. I absolutely think that there is no doubt that we certainly have potential, both with the previous education system and with the new education system,
[01:40.000 --> 01:42.000]  related to higher education, we certainly have potential.
[01:43.000 --> 01:46.000]  Milovan, did you have any analyses that you published?
[01:47.000 --> 01:53.000]  Yes. The analyses show that the potential is huge, but that the current impossibilities are even greater than that.
[01:53.000 --> 01:59.000]  So, when we talk about whether Serbia has a future on the IT map of Europe, or whether it will be a regional center of IT,
[02:00.000 --> 02:04.000]  we can say that it is certainly a geographical and geometric center of the region,
[02:05.000 --> 02:15.000]  but our region shares the fate of the entire IT sector, and in these correlations it has not remained.
[02:15.000 --> 02:22.000]  However, when we compare the total IT market of Serbia with, for example, the IT market of the Netherlands,
[02:23.000 --> 02:32.000]  the IT market of the Netherlands is 18.5 billion euros, and according to our analyses, the market of Serbia was 423 million euros in 2011.
[02:33.000 --> 02:35.000]  So, we have not reached those Dutch half.
[02:36.000 --> 02:39.000]  But, once again, this is not our specificity, but the specificity of the region.
[02:39.000 --> 02:48.000]  Serbia has a weaker market than Hungary and Croatia, but a better IT market than Bosnia and Herzegovina, Montenegro, Macedonia, Romania and Bulgaria.
[02:49.000 --> 02:51.000]  Now, let's see if there are any investors.
[02:52.000 --> 02:57.000]  For example, for the beginning, in Indja, the longest-released implementation of the largest investment in the IT sector of Serbia
[02:58.000 --> 02:59.000]  has begun tomorrow.
[03:00.000 --> 03:03.000]  By building an IT technology park on the surface of 25,000 square meters,
[03:04.000 --> 03:07.000]  in which, as it is announced, the business will find about 15,000 experts,
[03:07.000 --> 03:11.000]  the value of the investment of the IT embassy group is about 600 million euros,
[03:12.000 --> 03:16.000]  and in the first phase of the implementation of that project, about 40 million euros will be invested.
[03:17.000 --> 03:20.000]  This was announced by the chairman of the embassy group, Džitu Virvani.
[03:24.000 --> 03:25.000]  The project will consist of several phases.
[03:26.000 --> 03:30.000]  The construction will take place in accordance with one of the most modern world standards in this area.
[03:31.000 --> 03:35.000]  It is planned that the first phase will be completed in the second quarter of 2013.
[03:35.000 --> 03:40.000]  The project includes the construction of the A-class office space of a total of 25,000 square meters,
[03:41.000 --> 03:42.000]  located in a four-story building.
[03:43.000 --> 03:49.000]  It is predicted that this park could expand to 250,000 square meters of business space in the next five years.
[03:52.000 --> 03:57.000]  This is a step forward in our strong and dedicated expansion, as well as towards our global clients.
[03:58.000 --> 04:02.000]  Based on our rich experience in India, we are convinced that this business park, the first of its kind in Serbia,
[04:02.000 --> 04:08.000]  will provide such an environment in which large international companies will be able to position their knowledge centers
[04:09.000 --> 04:12.000]  on the benefit of both the industry and local experts.
[04:13.000 --> 04:19.000]  I am certain that this will be an element that will make us more attractive to large global companies

[04:24.000 --> 04:29.000]  looking for people who will be able to do various jobs, different segments of their business, all over the world.

[04:40.000 --> 04:47.000]  We are practically positioning ourselves much better today on the world map of the ICT industry.
[04:48.000 --> 04:54.000]  And in the segment where Irska was the undisputed leader in attracting ICT companies,
[04:54.000 --> 05:00.000]  I am certain that today we represent a serious competition.

[05:06.000 --> 05:08.000]  So, what do you think? Do you have a chance to survive?
[05:09.000 --> 05:10.000]  Well, we are closer to realization.
[05:11.000 --> 05:14.000]  This news was published for the first time in September 2007,
[05:15.000 --> 05:19.000]  and this news is being recycled for about a year, year and a half.
[05:19.000 --> 05:26.000]  So, let's say, with a lot of enthusiasm, I followed how they entered the story of 2007,

[08:07.000 --> 08:10.000]  it will be the interest of the younger generations to study this faculty.
[08:11.000 --> 08:13.000]  But you follow the fairs, go to the fairs around the world.
[08:14.000 --> 08:20.000]  Well, we pay these obligatory fees and, let's say, the World Mobile Congress that was in Barcelona,
[08:21.000 --> 08:25.000]  so you have to follow that if you want in this area to know what is happening,

[09:32.000 --> 09:37.000]  but I also lost contact with, in the last 30 years,
[09:38.000 --> 09:42.000]  with those, how to say, European, narrow ideas.
[09:43.000 --> 09:47.000]  It would be very difficult for a small country to find something,
[09:47.000 --> 09:52.000]  a certain angle from which it could be done.
[09:53.000 --> 09:56.000]  But, you know, this is a world of technology,
[09:57.000 --> 10:00.000]  and film and mass communication,
[10:01.000 --> 10:06.000]  which gives you the latest ideas and the latest knowledge in the same area.
[10:07.000 --> 10:11.000]  I suspect that someone will transfer that technology.
[10:11.000 --> 10:17.000]  I would say that it could happen, but you need to know the plan, the angle from which it could be done.
[10:18.000 --> 10:23.000]  Currently, the main topic in this fair is the so-called shifting content.
[10:24.000 --> 10:27.000]  In translation, the change of content.
[10:28.000 --> 10:34.000]  Technology has reached a certain level, the third dimension is on television, on film,
[10:35.000 --> 10:37.000]  which is the most important technological approach,
[10:37.000 --> 10:41.000]  and such design techniques, and of course,
[10:42.000 --> 10:46.000]  techniques for maintaining content,
[10:47.000 --> 10:51.000]  software, software, computer systems,

[11:26.000 --> 11:33.000]  I simply wanted to finish my post-graduate studies,
[11:34.000 --> 11:36.000]  and then I stayed in various places.
[11:37.000 --> 11:41.000]  I think I was in America when I was in Japan,
[11:42.000 --> 11:44.000]  and I returned to America a few years later.
[11:45.000 --> 11:47.000]  But you know, that's normal, I think,
[11:48.000 --> 11:54.000]  if you want to do something that is exceptionally more than normal in the average.
[11:54.000 --> 11:59.000]  But then, of course, you have to go to places where it will be possible for you, just like me.
[12:00.000 --> 12:03.000]  Do you have many colleagues from the profession that are also in America at the faculties?

[14:33.000 --> 14:38.000]  In Belgrade, the National Commission for the Wide-Ranging Internet Access and Digital Development is based.
[14:39.000 --> 14:42.000]  The commission will be focused on ensuring universal access
[14:43.000 --> 14:45.000]  and the access to the Internet at higher speeds,
[14:46.000 --> 14:49.000]  which will use 40% of the assets in Serbia by 2015,
[14:50.000 --> 14:53.000]  as well as new models of business in the private sector, which will enable this.
[14:54.000 --> 14:57.000]  Colleague Miljana Jovičić will mark the wide-ranging Internet access,
[14:57.000 --> 15:04.000]  who spoke with the Secretary General of the International Union for Telecommunications Hamadovno Tureo.
[15:06.000 --> 15:10.000]  How could Serbia increase the number of users of the wide-ranging Internet
[15:11.000 --> 15:14.000]  and how much later would we be on that field?
[15:15.000 --> 15:20.000]  The latest indicators announced by the International Telecommunication Commission in 2011
[15:21.000 --> 15:23.000]  indicate that Serbia has made a significant improvement
[15:23.000 --> 15:26.000]  in terms of the growth of the application of the wide-ranging Internet.
[15:27.000 --> 15:29.000]  Serbia, with 6% of monthly payments,
[15:30.000 --> 15:32.000]  as much as the wide-ranging Internet cost,
[15:33.000 --> 15:37.000]  went up by 3%, which is lower than the European average, which is 3.5%.
[15:38.000 --> 15:40.000]  And with the new National Commission, which is formed,
[15:41.000 --> 15:43.000]  I believe that you will have a great influence on access
[15:44.000 --> 15:46.000]  and that you will see positive effects of the wide-ranging Internet,
[15:47.000 --> 15:49.000]  because, for example, 10% of the income of such Internet
[15:49.000 --> 15:53.000]  will bring at least 1.3% of the growth of social gross production.
[15:56.000 --> 15:59.000]  What are the specific benefits of the wide-ranging Internet
[16:00.000 --> 16:02.000]  when we talk about the realization of human rights?
[16:06.000 --> 16:10.000]  A greater access to the Internet gives the government the opportunity to work more transparently,
[16:11.000 --> 16:14.000]  having a greater access to citizens, and giving citizens more power.
[16:15.000 --> 16:17.000]  For example, the revolution in the Arab world.
[16:17.000 --> 16:20.000]  We also see great opportunities for citizens to achieve their rights,
[16:21.000 --> 16:23.000]  such as access to information.
[16:24.000 --> 16:27.000]  That right is a human need, similar to basic human rights,
[16:28.000 --> 16:32.000]  because with it you will have greater opportunities to achieve other human rights.
[16:35.000 --> 16:39.000]  What will we actually get with the wide-ranging Internet?
[16:40.000 --> 16:44.000]  Well, this activity that the International Union for Telecommunications
[16:44.000 --> 16:46.000]  in the UNESCO that Mr. Turei was talking about,
[16:47.000 --> 16:52.000]  first of all, should enable the development of future activities
[16:53.000 --> 16:55.000]  related to wide-ranging communications.
[16:56.000 --> 16:58.000]  The future should be built on all this
[16:59.000 --> 17:02.000]  to reduce the digital language that Mr. Turei was talking about
[17:03.000 --> 17:05.000]  between developed and undeveloped countries,
[17:06.000 --> 17:09.000]  because it has been shown that increasing the wide-ranging access to some country
[17:09.000 --> 17:13.000]  by 10 percent increases GDP of that country by 1.3 percent,
[17:14.000 --> 17:18.000]  employment by 2 to 3 percent, productivity by 5 to 10 percent,
[17:19.000 --> 17:21.000]  and emission and gas protection by 10 percent.
[17:22.000 --> 17:26.000]  All of this influences the system of innovation and the development of new services.
[17:27.000 --> 17:29.000]  This is something that should be enabled in the next period
[17:30.000 --> 17:33.000]  to increase the speed of transmission between 30 and 100 megabits,
[17:34.000 --> 17:36.000]  and then to take over the wide-ranging services,
[17:36.000 --> 17:38.000]  i.e. movies, video content,
[17:39.000 --> 17:41.000]  what we were talking about earlier,
[17:42.000 --> 17:44.000]  watching conferences, documents, publications.
[17:45.000 --> 17:47.000]  For this, you need to have a high speed of transmission.
[17:48.000 --> 17:50.000]  This is what the goal of the Government of the Republic of Serbia
[17:51.000 --> 17:54.000]  is to build a nationally famous network in the Republic of Serbia.
[17:55.000 --> 17:57.000]  What will we talk about now?
[17:58.000 --> 18:00.000]  We, as the Republic's agency, have started some activities here,
[18:01.000 --> 18:03.000]  and the Government has formed a commission
[18:03.000 --> 18:05.000]  to make appropriate decisions,
[18:06.000 --> 18:08.000]  because this is something that should enable the further development
[18:09.000 --> 18:10.000]  of the Republic of Serbia.
[18:11.000 --> 18:13.000]  Without this, including all infrastructure systems,
[18:14.000 --> 18:16.000]  it will be difficult for us to be in a modern world
[18:17.000 --> 18:18.000]  with a wide-ranging access.
[18:19.000 --> 18:21.000]  When you say including infrastructure systems, what do you mean?
[18:22.000 --> 18:24.000]  I think that all existing infrastructure
[18:25.000 --> 18:27.000]  that the Republic of Serbia has in various public enterprises
[18:28.000 --> 18:30.000]  should be utilized,
[18:30.000 --> 18:32.000]  so that it can be equipped with it,
[18:33.000 --> 18:35.000]  but also to include the wide-ranging services
[18:36.000 --> 18:38.000]  to the local citizens.
[18:39.000 --> 18:41.000]  What specific benefits will the citizens have,
[18:42.000 --> 18:43.000]  for example, in some way?
[18:44.000 --> 18:46.000]  We want to have all these services,
[18:47.000 --> 18:49.000]  health, education, economy,
[18:50.000 --> 18:52.000]  voting, which we will have now,
[18:53.000 --> 18:54.000]  you can check SMS.
[18:55.000 --> 18:57.000]  Since our market is liberalized,
[18:57.000 --> 18:59.000]  we will have access to all sectors.
[19:00.000 --> 19:02.000]  This is what should enable the further development of this society.
[19:03.000 --> 19:05.000]  It is clear that the IKA industry is cheaper
[19:06.000 --> 19:08.000]  and more profitable than others,
[19:09.000 --> 19:11.000]  and its development should stop the brain drain.
[19:12.000 --> 19:14.000]  How do you explain this?
[19:15.000 --> 19:17.000]  We have been talking about this for years,
[19:18.000 --> 19:20.000]  we have experts, we have a brain drain,
[19:21.000 --> 19:23.000]  we are at the top of the world.
[19:23.000 --> 19:26.000]  Is there such a big investment in this sector?
[19:27.000 --> 19:28.000]  What is the problem?
[19:29.000 --> 19:30.000]  There is no problem.
[19:31.000 --> 19:33.000]  The new infrastructure is being created
[19:34.000 --> 19:36.000]  where the time and space are shortened.
[19:37.000 --> 19:39.000]  There is no longer the distance we had in the earlier period.
[19:40.000 --> 19:42.000]  So investment in this infrastructure will help
[19:43.000 --> 19:45.000]  to reduce the brain drain.
[19:46.000 --> 19:50.000]  The brain drain has been present in Serbia for decades.
[19:50.000 --> 19:52.000]  The reasons for its appearance have been different.
[19:53.000 --> 19:56.000]  I can give a specific example from the 90s,
