However if you're talking about the transition period of 1995 - 1998 it would go there. Y2K era in late 1998 was actually the start of 2000s culture and the new millennium. Primarily thanks to the popularity of the internet, but other stuff too.

And so 1997 wouldn't be core '90s either which there wouldn't be any after 1995. There always seem to be differing answers on this, and never a set standard. I've always believed 90-94 was early, 95-97 was mid, and 98.
