Harley Lifter Won't Bleed Down. if the lifter is still at it's topped out position it will never bleed down. After removal i was able to clean. my understanding is that the lifters have a check ball / seat to help prevent leak down when engine is shut off. the 1956 packard v8 shop manual has a section detailing how to disassemble, clean, reassemble and test hydraulic lifter bleed. the lifter would not completely bleed down on two rods (both intake). three of my lifters were bled down in 15 minutes, one of them was still a little tight after 45. i have pulled the rear lifter block twice now. 1st time bleed and cleaned the lifter till dry then reinstalled in same. they can't bleed down any more than the gap you set them at. Try loosening the rod until you can turn it. Using 32 tpi push rods, 1/2 turn, the most the lifter can.
