was a heightened sense of anticipation last Tuesday night as a group from the Tomaree Cultural Group filed into the Port Stephens Council Chambers for its monthly meeting.

On the agenda was a motion that Council recognises the value of the Performing Arts for “building community identity, wellbeing and economic growth in Port Stephens” and undertakes a preliminary assessment of the performing arts space options in Port Stephens. Acceptance by Council of the motion would be a major step forward in the long-running campaign of the Cultural Group.

The chair of the TCDG, Kathie Barnes, addressed Council regarding the work that had been done by the group in support of its campaign, including commissioning an Economic Impact Assessment in 2024, which had favourable outcomes, and a concept plan by TZG specialist architects in 2025. She noted that there was currently no facility in Port Stephens that was equipped to host major visiting performances.

“Bringing the outside world to us would be wonderful”, she said. “It would stimulate the current sleepy night-time economy and fill a gap in the current Port Stephens entertainment scene and provide dozens of creative groups that are already here a home. Our purpose-built centre would become a flagship community asset, a place where people of all ages would come together to create, to celebrate, be entertained, perform and connect.” In reply to a question from one of the Councillors, she advised that the TCDG was not advocating for a facility to be built in any particular area.

Christopher Bowman from the TCDG also addressed Council on his survey of performance centres in other local government areas, noting that only two with a population of over 50,000 lacked a performance centre, being Maitland and Port Stephens. He also described the developer involvement that had resulted in the impressive Marrickville Library and Community Centre.

The vote on the motion had been scheduled by Mayor Anderson as early as was procedurally possible on the agenda, but still entailed an anxious wait of an hour and a half for Cultural Group members.

In her introductory remarks to the vote, Mayor Anderson said that even though Council had no money for a performing arts centre, it was time that it was officially put on the agenda. She attributed

this to the hard advocacy work of the TCDG and wanted to acknowledge Kathie Barnes.

Since her first meeting with the group Kathie “has not stopped”, she said. “I applaud you, Kathie, and your group for all the work you have done”.

As one by one Councillors made their remarks on the motion, the mood of the group started to lift.

Councillors welcomed the motion as the beginning of a process to create a valuable community asset for the future for the Port Stephens community. They acknowledged the value of live entertainment and the role of performing arts infrastructure as not just a building but a place where people meet. They also referred to economic benefits to local businesses by a visitation within the region and beyond it and encouraged the TCDG to continue its work.

When the final vote was a unanimous one the assembled public burst into spontaneous applause. After filing out of the Council chamber there were tears and hugs of excitement and huge relief.

The TCDG has garnered support from the community by building relationships with cultural groups and spreading the word at Bunnings fundraisers and its own cultural activities, with its petition for a cultural centre gaining 5000 signatures. They ran a concert in Nelson Bay in 2024 and are considering the Uniting Church in Salamander Bay for some candlelight concerts. Also upcoming is an author talk at the Anchorage in July, and a series of concerts as a pilot by the Department of Communities and Justice to adaptively re-use the buildings at Tomaree Head.

The full debate on the Motion to Council on Performing Arts can be viewed on the Port Stephens Council website. <span
