Chrome cannot hand its saved passwords to an extension, so moving them across is an export you perform once. What this does stop is Chrome collecting new ones: with saving off, Chrome no longer offers to remember a password, and the vault becomes the place they go.
This covers this browser profile. For a whole Workspace, an administrator sets it once in the Admin console under Chrome, and then no profile can turn it back on.
2FA accounts you add yourself are stored in this browser so the codes work offline. A passphrase seals them with AES-GCM; you are asked for it once per browser session.
