Perhaps that fuse is used to protect more than one item (fuses on BMW airheads & most fuses on Classic-K bikes are like that). Once in awhile someone has installed a glass fuse with pointy metal tips, which is American style replacement fuses for the 8 ampere German. Ceramic Fuse 8 Amp - Pack of three fuses.

BMW airhead wiring systems are very reliable in all my years of being around them I have never seen an incident where a main fuse is needed. The sort of short that causes major damage is usually when someone forgets to disconnect the ground when opening up the front cover and shorts out the diode board positive connector.
I also have a few previously burned-out push-in fuses, with leads attached for use with Classic K. Harnesses and wiring diagrams for BMW Airhead 1978,1979,1980 motorcycles. This simple diagram will also suffice, except for exact colors/fuses/wiring, for the K bikes.
NOTE! BMW introduced its heated handlebar grips as an accessory, in 1980. The full description of these "kits" was in a SI (Service Information) bulletin dated May 1980, and identified as Bulletin No. 71 002 80 (2024).

Your Global Source for BMW Motorcycle Parts! Vehicle Manufacturer: BMW. If I interpret Haynes right, it says at the bottom of the page for 1987-on R100RTs, "Additional fuse and power socket now shown - later models". I think that might be a misprint, "now shown" should have been "not shown".
So, I'm thinking that the additional fuse is for the power socket. The diagram shows a fuse across 58S.
