I have dark blue bottoms but white uppers. Love it. I feel that the eye needs a place to rest so everything in my kitchen at eye level is white, including the range hood and tile.
Also, I put the lowers on plinths without a kick plate and it gives the lower cabinets a refurbished feel. My wife has this idea for a dream kitchen, which include dark blue painted cabinets. We just bought a house and she is pretty determined.

I am not sure I would go navy or as deep a blue as the inspiration photo which has pure white counters, tiles and walls and a light oak floor. I would leave the blue cabinets for now and paint the blue wall a bright white or dark gray to tone down the room, or consider a multicolored patterned wallpaper which would attract its own attention. I love a bright cabinet, however this looks like a regular 90's oak kitchen that someone has tried to "update".
And they didn't update anything else to go with this bright blue. Of course, budget dictates everything, but if the layout works for you, you can just buy new doors for the existing boxes and do a new backsplash.
