Paint Over Wallpaper Backing Paper: Easy Tips & Tricks

Abigail Jun 01, 2026

When tackling a room refresh, the question of whether you can paint over wallpaper backing paper often arises. Homeowners and DIY enthusiasts frequently find themselves staring at a dated, textured surface, wondering if they can bypass the labor-intensive process of stripping and simply cover it with a fresh coat of paint. The short answer is yes, but with significant caveats regarding surface preparation and the specific type of wallpaper involved.

Assessing Your Wallpaper Backing

The success of painting directly over wallpaper backing paper hinges entirely on the condition and composition of the existing surface. You must first determine if the backing is a traditional, porous paper or a modern, non-woven vinyl. Non-woven wallpapers are specifically designed for painting and are the ideal candidate for this project. Conversely, older, traditional paper backings are highly susceptible to absorbing moisture, which can cause them to swell, bubble, and ultimately peel away from the wall.

The Moisture Risk

Paint contains water, which poses a significant risk to traditional wallpaper backing. When the paint's moisture penetrates the paper, it reactivates the old adhesive and causes the backing to detach from the drywall or plaster beneath. This often results in unsightly bubbling and peeling that is difficult to rectify without removing the wallpaper entirely. To mitigate this, ensure the wall is completely dry and free of any existing moisture or leaks before you begin.

Surface Preparation is Key

Regardless of the wallpaper type, surface preparation is the most critical step in ensuring paint adhesion. A smooth, non-porous surface will cause paint to bead up and slide off, while a heavily textured one will trap air bubbles. You must go over the entire surface with a fine-grit sanding block to create a slight roughness, or "tooth," for the paint to grip. Wiping down the walls with a damp cloth to remove dust is essential before priming.

  • Use a de-glossing liquid to clean glossy surfaces.
  • Fill any holes or cracks with a durable spackle.
  • Apply a high-quality bonding primer specifically designed for glossy or difficult surfaces.

Priming: The Non-Negotiable Step

Skipping the primer is a common mistake that leads to failure when painting over wallpaper backing. A dedicated bonding primer acts as a barrier, sealing the surface and preventing the pigments in the wallpaper from bleeding through. Oil-based primers are particularly effective at blocking stains and providing a stable base for topcoats, ensuring the paint adheres evenly and lasts for years.

Technique and Topcoat Selection

When it comes to the actual painting process, using the right tools and technique is vital. A high-density foam roller is often recommended for achieving a smooth finish on flat backing paper, as it minimizes the appearance of texture. You should also use a paint specifically formulated for high-traffic areas or kitchens and bathrooms, as these paints are more flexible and resistant to cracking. Avoid thick, heavy applications; instead, use multiple thin coats to build coverage without putting excessive stress on the underlying surface.

When to Remove the Wallpaper

While painting is a tempting shortcut, there are instances where complete removal is the only viable option. If the backing paper is loose, peeling, or bubbling, attempting to paint over it is a waste of time and money. Similarly, if the paper is heavily embossed or textured, the paint will likely settle into the grooves, making the room appear dirty and neglected. Stripping the old paper to expose the drywall provides a clean, smooth canvas that guarantees a professional-looking result.
