The Structure of Parliament

The Indian Parliament consists of two Houses: the Lok Sabha and the Rajya Sabha. The Lok Sabha, with a maximum strength of 552, is the lower house and the principal House of the Parliament. It is directly elected by the people through a first-past-the-post system.

The Rajya Sabha, with a maximum strength of 245, is the upper house. Its members are indirectly elected by the state and territorial legislatures, with each state electing a certain number of members based on its population. Twelve members are appointed by the President for their expertise in specific fields.

The Lok Sabha is the most powerful House of the Parliament. It has the power to initiate an ordinary bill (except a financial bill) and pass it. It also has the power to remove the government through a no-confidence motion. The term of the Lok Sabha is five years, although it can be dissolved earlier by the President on the advice of the Prime Minister.

Elections to the Lok Sabha are conducted by the Election Commission of India, an independent constitutional body. The winning candidate in each constituency is the one who secures the most votes. The leader of the majority party or coalition in the Lok Sabha becomes the Prime Minister, the executive head of the government.

The Rajya Sabha, though less powerful than the Lok Sabha, plays a crucial role in the parliamentary system. It has the power to initiate a bill related to the Union List (subjects on which the Union Government can make laws) and financial bills. It also has the power to amend or reject bills passed by the Lok Sabha.

The Rajya Sabha serves as a check on the Lok Sabha, ensuring that the government does not act arbitrarily. Its members serve staggered six-year terms, with one-third of the members retiring every two years. This ensures continuity and stability in the upper house.

The Role of the President

The President of India is the head of state and a nominal executive. They are elected indirectly by an electoral college comprising the elected members of both Houses of Parliament and the state legislative assemblies.

The President's role is largely ceremonial, with executive powers vested in the Council of Ministers led by the Prime Minister. However, the President has the power to summon, prorogue, and address the Parliament. They also have the power to declare an emergency, although this power is subject to judicial review.

The President's Address

At the beginning of the first session after each general election and the first session of each year, the President addresses both Houses of Parliament. This address, known as the President's Address, outlines the government's legislative agenda for the upcoming session.

The President's Address is a significant event in the parliamentary calendar. It provides an opportunity for the government to set out its priorities and for the Opposition to scrutinize and challenge the government's policies.

The Budget Session

The Budget Session is the most important session of the Parliament. It is held annually, usually between February and May. The Finance Minister presents the Union Budget, outlining the government's financial plans for the year.

The Budget Session also provides an opportunity for the Parliament to discuss and vote on the budget. The Opposition can move amendments to the budget, although these are rarely accepted. The session also includes discussions on the economic situation of the country and the government's policies.

Understanding the Indian parliamentary system requires a grasp of its complex structure and the balance of power between its various components. It's a system that has evolved over time, reflecting the diversity and democratic spirit of India.
