Civil rights complaint filed against University of Wisconsin-Madison alleging Title IX violations over transgender bathroom policy that allows biological men in women's facilities. In January 2019, over halfway through the GIRF Task Force's lifespan, the Badger Herald ran an article about the "lack of visibility surrounding gender-neutral restrooms on campus." By this time, gender-neutral restrooms were present in 60 out of 400 university buildings, but negative experiences continued to be reported by students.
The 2021 version offers more flexibility, yet as the state of Wisconsin amends that draft code before adoption in the next few weeks, one major allowance for multi-use gender neutral bathrooms has already been removed. Jessica Jones, co-owner of Giant Jones Brewing Company, insisted on gender neutral bathrooms when the brewery opened in 2018. Both the UW System and UW-Madison include gender and identity and expression in non-discrimination policies.

The provision of single-stall, gender-inclusive restrooms is intended to provide safe alternatives to multi-stall, gender. In select residence halls located in both the lakeshore and southeast neighborhoods, gender-inclusive housing options are available in various room types with private bathrooms and a shared all-gender bathroom. These options are intended to meet the needs of all students, with increased flexibility for transgender, gender non-conforming, nonbinary, and LGBTQ+ students and allies to preference.
