(a) Eligibility.--Subsection (b) of section 3319 of title 38, United States Code, is amended by striking ``at least--'' and all that follows through the period at the end and inserting ``at least six years of service in the uniformed services''. (b) Time for Transfer.--Subsection (f)(1) of title 38, United States Code, is amended-- (1) by striking ``or (l)''; and (2) by striking ``only while serving as a member of the Armed Forces when the transfer is executed'' and inserting ``at any time''.
