This association was formed about 1950 or 1951 as Lowry Hill Home Owners, Inc., its mission to preserve and promote the residential character of Lowry Hill, an urban neighborhood in Minneapolis (Minn.). For many years the association's primary focus was on reducing zoning violations (e.g., multiple occupancy in areas zoned for single-family homes and duplexes) and preventing potentially harmful rezoning. The association changed its name in 1975 to reflect its intention to broaden its constituency and activities. The records contain information about the neighborhood and its residents; about the zoning code in Minneapolis; and about local political affairs in general. The association and its members had considerable interaction with the Minneapolis City Council, the Minneapolis Planning Commission, and various other Minneapolis community organizations (including the Council of Community Councils that brought them all together).

From 1959 to 1980 the association successfully resisted attempts by Andersen-Cherne Company to rezone the site of the former William Hood Dunwoody mansion (at 104 Groveland Terrace) in order to build a high-rise apartment building. (This site was usually referred to as the "Bennett Property") after the name of the person who actually sold it to Andersen-Cherne in 1959.) The controversy is well documented in the records. Other association concerns were the city council's decision to grant liquor licenses for establishments on Hennepin Avenue (1960-1962) in the neighborhood, and the development of the former Douglas School site (1974-1978).

The records were assembled by Louise McCannel, an active member of the association and its secretary during the 1960s. The records contain information about the neighborhood and its residents; about the Minneapolis zoning code; and about local political affairs in general. They include files of treasurers Frank Plant, J.L. Seybold, and Hugh Peacock; secretary Herbert Hallenberg; legal counsel Henry Haverstock; and president Ernest K. Lehmann. There are also files of Midwest Planning and Research, Inc., and two of its staff members, Howard Dahlgren and Barbara Lukerman. The association contracted with Midwest Planning and Research for assistance in survey and planning projects.
