He was educated in the Minneapolis public schools, received a B.A. degree from Augsburg College (Minneapolis), a master's degree in special education from St. Cloud State College (Minnesota), and a doctorate in educational administration from the Harvard School of Education (1972). From 1959 to 1968 he taught special education classes and social studies and was a football and basketball coach in a number of Minneapolis schools. His administrative career began in 1968 when he was appointed assistant principal of North Community High School, followed by appointments as superintendent of the Minneapolis West Area Public Schools (1976), superintendent of the Minneapolis school system (1980), and chancellor of the New York City Public School system (1988). He died in New York on May 10, 1989.
