Expand/CollapseHISTORICAL NOTE

The St. Paul's Developmental Achievement Center had its origins in the St. Paul's Episcopal Day School, founded in 1960 by Drs. Jean and Jeannette Piccard, and was housed in St. Paul's Church-on-the-Hill, 1524 Summit Avenue, St. Paul. In September, 1966 the Day School was superseded by the St. Paul's Day Activity Center, remaining in St. Paul's Church until 1985 when it moved to the former Edyth Bush Theater building, 690 South Cleveland, St. Paul.

The Center's main purpose was to provide specialized care and education to developmentally disabled children aged 18 months to three years, later expanded to include school-age children. The program was funded by local and state agencies and by contributions from private sources. Parallel programs operated by state government, and increased efforts to "mainstream" developmentally disabled people, made the Center's services increasingly redundant and it ceased its operations in 1989.

Expand/CollapseSCOPE AND CONTENTS

There is information on licensing, the Center's relations with the Ramsey County Human Services agency, questionnaires and surveys relating to the Center's programs, subject files with information on parent participation, files on mainstreaming handicapped children into the public school system, and a selection of student files illustrating various types of students and facets of the program, and which contain such personal information as family, genetic, and cultural backgrounds, and details on the child's progress and problems. The files also illustrate changes in treatment and services from the 1970s through the 1980s.

Annual program files (1973-1988) document the Center's administration including information on grants, monthly work schedules, staff and meetings, social events, and monthly and yearly finances.
