Abstract:The records document the Council's work toward revitalizing downtown St. Paul with respect to residential housing, commercial development, and arts and cultural activities. Peripheral issues addressed by the Council include traffic and parking problems, crime control, and the preservation of historic buildings. The Council participated in planning such major construction projects as Town Square, Galtier Plaza, the World Trade Center, and the skyway system. Files on the Lowertown Art and Music Festivals (1978-1985) reflect the adaptive reuse of the buildings as artists' studios.

The Council, organized in 1977, is one of 17 community groups established by the City of St. Paul to promote and encourage citizen participation in the respective neighborhoods and to deal with many issues and problems in those areas, including housing, crime, street maintenance, parking, traffic, preservation of historic structures, commercial development, and cultural and recreational activities. A similar group, the Lowertown Commercial Club, was organized the same year, and in 1979 changed its name to the Lowertown Community Council. Its focus was on the area bounded by Jackson and Broadways streets, Kellogg Boulevard, and Seventh Place, the site of St. Paul's first commercial and residential settlements. The existence of a number of older commercial buildings in the area made possible their conversion into housing, small shops, and arts and crafts studios. In 1985 the Lowertown Community Council merged with the Downtown Council.

The Downtown Council's interests and activities centered on the commercial and residential development of the downtown area. The Council worked with the City of St. Paul on four major projects during the 1970s and 1980s: Town Square, the World Trade Center, Galtier Plaza, and the skyway system. It was also involved in residential housing (rental and condominiums), and all aspects of the development of retail establishments.
