Earl D. Craig, Jr. was born in St. Louis, Missouri (March 25, 1939). Craig graduated from Summer High School in St. Louis (Jan. 1956), completed two years at Kenyon college (Gambier, Ohio), and received his B. A. degree in political science from Washington University in St. Louis (1960). He also completed work towards a M.A. degree in political science at the University of Minnesota.

As a graduate student Craig worked as a program coordinator with Pillsbury Citizens Service in Minneapolis (1962-1963) and as student personnel worker and coordinator of student international programs in the Student Activities Bureau of the University of Minnesota (1965-1968).

Craig taught political science in the Afro-American Studies department at the University of Minnesota (1970-1972) and in the University's School of Public Affairs (1972-1973). He also taught part-time (1970-1980) at Lea College, Southwest Minnesota State College, Minnesota Metropolitan State College, Carleton College, the Academy of the Minnesota Department of Corrections, and St. Thomas College.

As a result of political work during the 1968 presidential campaign Craig helped found the New Democratic Coalition and was hired as its first national executive director (1968-1969). For a brief period he wrote an editorial column for the Minneapolis Tribune (1969). In 1970 Craig ran unsuccessfully against Hubert H. Humphrey for the Democratic-Farmer-Labor Party's nomination for the U.S. Senate.

After the 1970 campaign Craig formed Earl Craig Associates, a social policy consulting firm which provided assistance to companies in the areas of corporate citizenship and public responsibility. He was appointed chairman of the Minnesota Board of Human Rights (1975), served on the Commission on Minnesota's Future (1975), and was elected president of the Urban Coalition of Minneapolis (1975-1983). During this period Craig also served as a board member of several civic, educational, and arts organizations.

In 1983 Craig formed the Earl Craig Company, a public affairs and community relations research and consultant firm and in 1990 he was appointed head of the Minneapolis Neighborhood Revitalization Program.

Craig was murdered in January, 1992.

Humphrey for the Democratic-Farmer-Labor Party nomination for the U.S. Senate (1970), and his term and a Democratic National Committeeman and chairman of the committee's Black Caucus (1972-1976).

The majority of the collection reflects the activities of Craig's two consulting firms. The first, Earl Craig Associates (1970-1975), assisted companies interested in understanding and exercising their social responsibilities. The second, the Earl Craig Company (1983-1989), specialized in public affairs ands community relations research.

Includes a copy of Craig's birth certificate (1944), his college diploma (1960), correspondence (undated and 1962-1975), drawings, tax returns (1972, 1974), student papers, notes, speeches, poetry, magazine articles, and newspaper clippings.

The personal papers provide information on Craig's family and his early life and education in St. Louis, Missouri; his course work as a graduate student at the University of Minnesota (1961-1967); and his activities with the Student Activities Bureau (1963-1965). Biographical information is also included in a photocopied magazine article published at the time Craig was chosen as director of the Minneapolis Neighborhood Revitalization Program (1990) and a newspaper article that appeared at the time of his death (Jan. 15, 1992).

Two pencil drawings (1963) bearing Craig's nickname "Rico," appraisals of his art collection (1972-1973), and a sheet of drawings depicting works by Cork Marchesci are also included.

Craig's speeches include campaign and political speeches (undated and 1970); two eulogies (1971-1972); a commencement address at St. Mary's Junior College (1971); talks given before the Alain Locke Colloquium (April 25, 1972) and the Commission On Minnesota's Future; testimony before a congressional hearing on the federal budget (March 19, 1973); and correspondence requesting Craig to speak (1970-1975).

The last group of personal papers contains correspondence, notes, and magazine articles related to Craig's participation in conferences on the mission of public education (1983), welfare reform (1986), poverty (1988), and affordable housing (1988).

The papers connected with Craig's teaching at the University of Minnesota consist primarily of correspondence related to the terms of his appointments as an instructor in the Afro-American Studies department (1970-1972) and the School of Public Affairs (1972-1973); and syllabi, reading lists, notes, handouts, examinations, and student papers, which reflect the methods and content of the courses he taught.

Other papers associated with Craig's work in the Afro-American Studies department include a proposal for the curriculum and establishment of the department (April 30, 1969); preliminary drafts of the department's constitution; and correspondence, questionnaires, and a Ford Foundation grant proposal connected with his research on Black elected officials and Black political strategies (1971-1972).

Correspondence and course material related to Craig's teaching positions at Lea College (1969-1970), Carleton College (1972-1975), and St. Thomas College (1980) are also included and provide information regarding the terms of his appointments and the methods and content of the courses he taught.

Craig's involvement with a number of civic, educational, and arts organizations is documented in this section, which contains correspondence, agendas, minutes, financial statements, newsletters, notes, and newspaper clippings. The more prominent organizations (with regard to Craig's career) are described below.

The Walker Art Center, Minnesota Orchestral Association, and Minnesota Opera Company papers (1972-1975) reflect Craig's membership on the board of directors of all three of these organizations and include correspondence, memoranda, minutes, reports, financial statements, and rosters. Topics include board membership and structure; exhibits and programs; finances and fund raising, promotional activities and ticket sales; the planning, construction, and opening of Orchestra Hall (1973-1974); a proposal to change the Orchestra's name (1974); the development of park land near the Walker Art Center; the reorganization of the T.B. Walker Foundation and the Walker Art Center (1974); and Craig's resignation as a board member of Walker Art Center (Sept. 1974).

Craig became involved with this organization at the Federal Correctional Institution in Sandstone, Minnesota as a lecturer in the organization's Black history program. The papers include posters and newsletters (1969-1972) documenting the organization's activities and political philosophy; correspondence (1969-1973) related to Craig's participation in the organization's programs and his work with an inmate seeking parole; and a folder of posters, historical sketch sheets, handouts, and question sheets related to classes in the organization's Afro-American Education Program.

In September 1974 Craig successfully mediated the settlement of a protest "takeover" of the Macalester College admissions building by a group of approximately 25 students. The protest was in response to proposed budgets cuts in the college's Expanded Educational Opportunities
Program which provided counseling, financial aid, and other services to minority students. The papers document the negotiations process that occurred over the 12 days of the occupation and include Craig's notes; student demands and position papers; memoranda issued by the college administration; newspaper clippings; and a copy of the final agreement.

The papers (1969-1975) primarily relate to his activity as a member of the Coalition's Action Council Policy Committee (1972-1973) and his chairmanship of the Objectives & Organization Structure Task Force (1973). Craig was as an incorporator and chairman of this antipoverty agency's first board of directors. The papers (1971-1974) include correspondence, application forms, resolutions, minutes, and newspaper clippings documenting the process the agency undertook to gain designation as the community action agency for the city of Minneapolis; the procedures it adopted for assuring a balance of representation between the private sector and the poor; and the financial problems that led to its demise in March, 1973.

As a member of this committee (Sept. 1974- May 1975) Craig participated in a research project entitled "Realizing the Potential of Community Television." Issues the project studied included the nature of the programming and audience of the existing community television station, KTCA; funding for public television; the potential increase of local programming on current public issues; and the relationship between the public station and educational television. The papers generated by the committee include correspondence, memoranda, meeting notices, agendas, minutes, and drafts of the committee's final conclusions.

The purpose of this committee was to develop guidelines for the development of after-care programs for persons who were hospitalized or received intensive treatment for mental illness. Craig served on a committee task force that examined existing non-residential services and developed a proposal for the development of services that should have been available. The papers consist of correspondence,

The papers related to Craig's involvement in politics begin with those that document his participation in the Minnesota Coalition for Open Conventions (1968). They include a draft manifesto (July 19, 1968); a press release and program from the Coalition's statewide conference which Craig chaired (July 20, 1968); and legal documents (Aug. 1968) related to an attempt to contest the seating and right to vote of the Minnesota delegation to the 1968 Democratic National Convention.

After the 1968 Democratic National Convention, Craig helped found the New Democratic Coalition and served as its first executive director. The set of papers related to the Coalition (1968-1973) includes correspondence, memoranda, rosters, minutes, programs, speeches, position papers, newsletters, and newspaper clippings that reflect the organization's political goals and directions; its membership and administrative structure; Craig's work with local chapters; national meetings; and preparations for the 1972 presidential election.

In 1970 Craig ran a strong but unsuccessful campaign against Hubert H. Humphrey for the Democratic-Farmer-Labor Party's nomination for the U.S. Senate. Papers associated with the campaign's management include schedules; office procedures; guidelines for mail and phone canvassing; campaign committee and staff rosters; mailing, canvassing, and volunteer lists; financial statements and pledges; correspondence and reports connected with fund raising events; lists of possible donors; and flyers and printed matter. The primary issues addressed during the campaign are explained in speeches, position papers, press releases, correspondence, and newspaper clippings.

Papers documenting Craig's attendance at the National Black Political Convention held in Gary, Indiana (March 10-12, 1972) include the convention program; the keynote addresses delivered by Richard Gordon Hatcher and Jesse Jackson; and copies of the National Black Political Agenda adopted by the convention. Papers related to the Convention's steering committee include the minutes of a meeting that reaffirmed the organization's unity (March 24, 1972) and notes from a meeting the committee held with Senator George McGovern (June 22, 1972). Craig worked for McGovern's presidential campaign in Minnesota and there is a folder of material related to those efforts.

Craig was elected as a Democratic National Committeeman (June 1972) and was chosen as chairman of the Black Caucus of the Democratic National Committee (March 1973). The papers related to these positions (1972-1976) consist of correspondence, memoranda, minutes, resolutions, newsletters, and newspaper clippings. Topics include the party's position on the Vietnam War, the appointment of Robert Strauss as the Democratic National Committee's chairman (Dec. 1972), the organization of the Black Caucus and Craig's election as its first chairman (Dec. 1972-March 1973), the Watergate affair (1973), the issue of affirmative action in delegate selection as addressed by the Democratic Party's charter (1973-1974), and the selection of a site for the 1976 Democratic National Convention.

Craig was a delegate to the 1974 Conference on Democratic Party Organization and Policy (Dec. 1974) and the papers include correspondence, memoranda, position papers, petitions, committee reports, and newspaper clippings documenting the conference proceedings. The conference resulted in the party's adoption of a national charter after a compromise was reached between the party's governors, Blacks, and women regarding affirmative action in delegate selection.

The section begins with a folder containing correspondence, r_sum_s, and notes related to the formation of Ekistics, Inc., a profit-oriented community development corporation that Craig and three associates began in 1972.

Earl Craig Associates (ECA):
In 1970 Craig formed Earl Craig Associates, a consulting firm which offered counsel and assistance to companies interested in understanding and exercising their social responsibilities in areas such as affirmative action, the urban social environment, minority community leadership, and community involvement.
The bulk of the papers associated with the firm relate to specific consulting projects, but there is a small amount of miscellaneous material (1971-1975) consisting of notes, correspondence, minutes, a stock certificate, legal documents, tax returns, and newspaper clippings that reflect the company's organization and management. Topics include budget and financial matters; a loan from the Metropolitan Economic Development Association; a loan application submitted to the Small Business Administration; the issuance of company stock; the creation of a company logo and brochure; and prospective clients.
Two of the projects undertaken by Earl Craig Associates stand out for the quantity of material related to their administration. They represent well the types of material and methodology associated with other projects documented in the collection.
The first project, a social audit conducted for the Dayton Hudson Corporation (1973), assessed the results of the corporation's support of various organizations through the Dayton Hudson Foundation. The project included the preparation of a profile of the corporation's total giving program and the in-depth evaluation of major grant recipients to assess the positive results attributable to the foundation's support from 1969 to 1972.

Earl Craig Associates (ECA):
Papers related to the Dayton Hudson project include correspondence, interview prompt sheets, grant recipient information forms, financial statements, annual reports, newspaper clippings, brochures, and printed matter. The bulk of this material was collected during the project survey and represents the operations of the foundation's major grant recipients. A report containing the project's findings is also included (April 1973).
The second project, a study conducted in order to broaden the Minnesota Orchestra's base of support, included an audience assessment, a determination of attitudes towards the Orchestra held by those segments of the community that did not attend, and the initiation of programs that would allow the orchestra to reach out to community-based organizations. The papers connected with the project include correspondence, a proposal, questionnaires, survey
Forms, and the accumulated statistical data. There is no final report for the project, but a letter written by Craig (Nov. 6, 1975) indicates his problems finishing the report and his decision to terminate Earl Craig Associates due to his election as president of the Urban Coalition.

After Craig's term as president of the Urban Coalition (1975-1983) he formed a public affairs and community relations research and consulting firm called the Earl Craig Company. Commission. The goal of the project was to measure the impact of proposed rate increases on poor and elderly residential telephone customers in Minnesota. It involved the design, management, and analysis of a market simulation survey administered twice to 1,000 NWB residential customers. The products of the study included a report to NWB and testimony before the Public Utilities Commission.
The company completed several additional projects for NWB, the majority in connection with cases before the Public Utilities Commission and possible legislative initiatives. Topics include local exchange competition, intra-exchange toll services, bypass, and private line services (1987). There is also material related to NWB's attempt to influence US West's site selection for a major research facility.
