HISTORICAL NOTE
Organized in 1970 and incorporated in 1974, Film in the Cities (FITC), one of about thirty media arts centers in the United States and one of the first fifteen centers to receive National Endowment for the Arts funding, was originally a joint project of the St. Paul Council of Arts and Sciences and the St. Paul Public Schools. Its goals, as stated in the 1975 articles of incorporation, were to function as a school for teaching the art of film making, still photography, video tape production, and work with similar recording media, and to provide academic credit in those techniques for junior and high school students. The headquarters were in St. Paul.
The education component of the program eventually included over 250 secondary school students, which numbers declined after 1974 when the St. Paul Public Schools withdrew its support.
The organization then shifted its focus to concentrate more on adult film makers and photographers. New means of support were found including programs such as Local Film Makers Review and MovingImageMakers, which were supported by the Jerome Foundation. The organization also cooperated with the Walker Arts Center and the Minneapolis College of Art and Design, and was instrumental in establishing photographic classes at the Inver Hills Community College and, later, at the University of Minnesota. The organization also established a community extension program to work with low income groups, halfway house residents, minority groups, community centers, and similar groups. Other activities included a Visiting Film Artist program, in which six film makers discussed their films and published monographs, and Lightworks, a national summer photography workshop started in 1981.
Due to financial problems the organization dissolved in 1993 and was succeeded by the Midwest Media Arts Access Center.

SCOPE AND CONTENTS
Gallery photography show files (1983-1993), development files (1970-1993), minutes of the board of directors and staff committees, annual reports, calendars and schedules of activities, financial records, correspondence, photographs, and other records detailing the activities of a Twin Cities media arts center organized in 1970. Originally formed to introduce secondary students to photography, filmmaking, and other visual arts media, it later refocused its mission on adults.
The most extensive files document the photography shows sponsored by the organization and its relationship with local and national granting agencies. Other administrative information is found in minutes of the board of directors (1974-1993) and files of the executive director (1978-1991).
A large number of photographs documenting FITC work are filed throughout the records. The Board of Directors files includes partially identified photographs of activities, film classes, and workshops, and one exterior photograph of the FITC building, 2388 University Avenue, St. Paul. Included within the Educational Materials are well identified photographs of the FITC program for photography and filmmaking by handicapped individuals. The classes were held at Humboldt High School in 1987. Photographs of the gallery installation for the show "Light of Our Past," 1983, are included within the Gallery Shows and are filed with the Minnesota Photographic Heritage Exhibit and Catalog.
Nearly 200 short films created by various students were selected by Film in the Cities for inclusion in this collection. Early films were created at Film in the Cities in St. Paul, but later films were created at the schools around Minnesota that were associated with the organization. Notable film projects included are "Through the Eyes of Youth" and "Arts and the Handicapped."

DETAILED DESCRIPTION
BOARD OF DIRECTORS
The minutes of the board of directors are detailed and contain information on all aspects of the organization's activities and events, complete financial reports, budgets, fund raising plans, tax status information, copies of additions to the articles of incorporation and bylaws, information on board members, personnel policies, and (from 1980 on) minutes of annual meetings. The minutes of November 17, 1992, give some details on the organization's financial troubles. There are no minutes for 1993 (An agenda exists for the January meeting), which presumably would have given more information on the demise of the organization.
Staff committee minutes contain information on the following committees: education, physical resources, community relations/marketing, special projects, program, and human resources. Staff members were assigned to one or more of these committees. Although the minutes cover only a two-year period, they do give fairly detailed information on the work of the committees.

EXECUTIVE DIRECTOR
The executive director was in charge of the general management of the organization, in particular development (which included public relations), grants, exhibitions, and general and educational programs. The files contain information on goals and objectives, planning, personnel, and the Jerome Hill Theater (1986-1991), which was one of the few arts theaters in the Twin Cities, and which was located in the First Trust Center in St. Paul's Lowertown district. The theater disbanded because of competition from other entertainment complexes, the lack of further economic development in the area, and controversies over screening gay and lesbian films. Closely allied to the executive director's records are the development files, which contain information on finances and funding, and which document grants from the following foundations: Bush, F.R. Bigelow, Jerome, MacArthur, McKnight, and the Northwest Area Foundation, as well as from the Minnesota State Arts Board, and the National Endowment for the Arts.
A series of files on grant proposals to a large number of foundations, including those mentioned above, contain correspondence, financial information, and grant requests. The most extensive files are those on the National Endowment for the Arts.

GALLERY SHOWS
The largest section of the collection contains the records of photographic gallery shows sponsored by Film in the Cities. The chronologically arranged files contain correspondence, programs, applications, newspaper clippings, and similar materials.
At the end of the collection are the files of the Minnesota Photographic Heritage exhibit and catalog which details a large exhibit of photographic work in 1983. There is a copy of the catalog "Light of Our Past, 1947-1974," which contains background information on the exhibit, and a list of exhibitors. The rest of the folders contain materials used in the preparation of the catalog, including biographical information on the exhibitors, chronology, correspondence, newspaper clippings and news releases, and a transcript of an interview with photographer Jerome Liebling by James Dozier of the FITC staff. An audio tape of this interview is filed separately in the Minnesota Historical Society sound and visual collections.

For approximately twenty years, Film in the Cities of St. Paul ran one of the nation's largest film and video arts programs for junior and senior high school students. The films in this collection were compiled by Film in the Cities and represent some of the best films created in the program. The films are the creation of an ethnically diverse, and gender-balanced group of students. Earlier films, created in the 1970s, are from the era when Film in the Cities students were not associated with any school curriculum. In the 1980s, programs operated by Film in the Cities were included in the curriculum of some Minnesota schools.
