Gerry (Gerald E.) Sikorski was born on April 26, 1948, and grew up in Breckenridge, Minnesota. He received a bachelor's degree (1970), with majors in political science and social welfare, and a law degree (1973) from the University of Minnesota.

Sikorski was elected to the state senate in 1976, where he represented District 51 (encompassing most of Washington County) until 1982. His committee assignments included Commerce; Health, Welfare and Corrections; Judiciary; Transportation; and Governmental Operations. He also chaired the Health, Welfare and Corrections Subcommittee of the Finance Committee.

Sikorski was elected to Congress in 1982, and for five terms (1983-1992) represented the Sixth Congressional District, a crescent-shaped area stretching around the northern half of the Twin Cities Metropolitan Area, including Anoka and Washington counties and portions of Hennepin, Wright, and Sherburne counties. His committee assignments in Congress included the House Committee on Energy and Commerce, the Post Office and Civil Service Committee, and the Select Committee on Children, Youth and Families.

Sikorski lost his House seat in November, 1992 to Republican challenger Rod Grams in the wake of the so-called House Bank Scandal. In 1993 he went to work as a lobbyist in the Washington, D.C. office of Opperman, Heins and Paquin, a Minneapolis law firm.

Sikorski married Susan Jane Erkel on August 24, 1974. The couple had one daughter, Anne.

The collection is strongest in its documentation of environmental issues, including acid rain, clean air legislation, hazardous waste disposal, and "community right-to-know-more" legislation.

The papers include bills, committee hearing transcripts, constituent correspondence (1977-1982), subject files (1976-1982), selected case files, audio and video recordings, newspaper clippings, and a few newsletters, press releases, and speeches. The bulk of the collection consists of legislative assistants' files (1983-1992), which contain material documenting Sikorski' legislative initiatives and activities while in Congress. There is information about and correspondence with congressional colleagues; election opponents and other politicians; elected officials at the federal, state, and local levels; and officials of corporations, government agencies, and other groups and organizations.

State Legislative Files:

Committee Files reflect Sikorski's work as chair of the Subcommittee on Health, Welfare and Corrections, and as a member of the Senate Health, Welfare and Corrections Committee (files relating to the two are intermixed). Issues dealt with include health care, welfare programs, juvenile justice, and cuts in spending for social programs proposed by the governor of Minnesota, Republican Al Quie. Constituent Correspondence (which has been heavily sampled) revolves around such issues as education, repeal of a mandatory helmet law for motorcyclists, mandatory deposit on beverage containers, hand gun control legislation, and taxes. Subject Files include information about such issues as the expansion of Afton State Park, the preservation of agricultural land in the Twin Cities Metropolitan Area, hazardous waste disposal, landfills, the construction of a highway overpass at Cottage Grove, and a state trail that was proposed by the Minnesota Department of Natural Resources for an abandoned railroad grade along the St. Croix River in southern Washington County.

Congressional Files:

This portion of the collection in large part reflects Sikorski's work as a member of the House Committee on Energy and Commerce and some of its subcommittees, including the subcommittees on Health and the Environment, Oversight and Investigations, and Transportation and Hazardous Materials.

Committee Files consist of hearing transcripts and miscellaneous reports related to acid rain, clean air legislation, and depletion of the ozone layer of the atmosphere.

Legislative Assistants' Files include correspondence and memoranda, reports and background information, and other material containing information about environmental, medical, health care, and women's and children's issues and legislation. There is information about Sikorski's efforts (in concert with congressional colleagues) to win permission for "refuseniks," especially Soviet Jews, to emigrate from the Soviet Union. Legislative assistants' files also contain material relating to congressional investigations into allegations of mismanagement in the Reagan-era Environmental Protection Agency and at the Defense Department, including a scandal involving defense contractor General Dynamics.

Newspaper Clippings follow Sikorski's years in Congress, and include stories about his legislative activities and his local appearances and town meetings in the Sixth District. They also contain information about Sikorski's stand on the abortion issue, his election and re-election campaigns, and his involvement in the so-called House Bank Scandal.

TV and Radio Files include election campaign spots, recordings of Sikorski's appearances on radio talk shows, debates with election opponents, and television coverage of Sikorski speaking on the House Floor.

Selected casework apparently originated in Sikorski's district office in Minnesota and relates to such local environmental issues as landfills and the filling of wetlands, refuse derived fuel, and marinas and boat launches on the St. Croix River. There is also some material from the district office that relates to the development of business ties between Minnesota and the People's Republic of China, including information about a Governor's China Task Force on which Sikorski served and correspondence with officials of the Midwest China Center in St. Paul.
