BIOGRAPHICAL NOTE
Zwach was born in Gales Township, Redwood County, in 1907. He received a teaching certificate from Mankato State College in 1927 and a BS degree from the University of Minnesota in 1933. He represented District 14 in the Minnesota House from 1934 to 1946 and the Minnesota Senate from 1946 to 1966, the last seven years as majority leader. In 1966 Zwach was elected to represent Minnesota's Sixth District in Congress, where he served on the Agriculture, District of Columbia, and Veterans Affairs committees, until his retirement in 1974.
SCOPE AND CONTENTS
Zwach's State Legislature files consist of constituent correspondence and legislative records relating to education, taxation, small business, agriculture, conservation, highways, and other matters. There are no files for the years 1955 and 1959. Zwach's Congressional records, which make up the bulk of this collection, include Minnesota issue mail, newsletters, legislative and committee records, photographs, and press releases. These files contain information on agricultural issues, rural development, education, health care, conservation, transportation, care for the elderly, and veterans' matters.
ARRANGEMENT
These records are divided into the following two sections:
The Minnesota State Legislature files are arranged first chronologically (by legislative session), then alphabetically by topic or name of correspondent. The Congressional papers are organized into 5 sections: Personal/Political/Official Files, Legislative Files, Constituent Services Files, Press Relations/Media Activities Files, and Office Administration Files.
