Donald M. FraserDonald MacKay Fraser was born in 1924 in Minneapolis, Minnesota, the son of former University of Minnesota law school dean Everett Fraser. He attended the University of Minnesota, where he earned a BA degree in 1944. He served briefly in the Pacific theater during the latter part of World War II, and then returned to the University of Minnesota, completing his L.L.B. degree in 1948. From 1948 to 1962 he was an attorney in Minneapolis, the last twelve years as a partner in the firm of Lindquist, Fraser and Magnuson.

Fraser became active in the Democratic-Farmer-Labor Party beginning in the late 1940s, working on several political campaigns including Hubert H. Humphrey's race for the U.S. Senate in 1948. It was through this work that Fraser met Arvonne Skelton, a fellow student also active in the DFL party. They were married in 1950, and had six children. Arvonne remained politically active throughout her husband's career, becoming a leading figure in the women's movement and contributing significantly to Fraser's awareness of women's and other progressive issues. She also worked in Fraser's Washington Congressional office as a volunteer and unofficial office manager, and managed her husband's election campaigns.

Fraser was a Minnesota State Senator from 1954 to 1962, representing the 29th district (Hennepin County), which included Northeast Minneapolis and the area around the University of Minnesota. He served as secretary of the Senate Liberal Caucus and as a member of the committees on taxation, judiciary, local government, transportation, and communication. He was also an officer of the Minneapolis Foreign Policy Association, the Minneapolis Citizens' League, and the Minneapolis Citizens' Committee on Public Education, and served as Chair of Minnesota Citizens for Kennedy (1960).

In 1962 Fraser was elected to the U.S. House of Representatives, defeating Minnesota Fifth District incumbent Congressman Walter Judd in a close race. Fraser represented Minnesota's fifth district in the 88th-96th Congresses (1963-1979). He served on the Foreign Affairs/International Relations and District of Columbia committees as well as various subcommittees, including International Organizations and Movements. It was as chair of this subcommittee that Fraser conducted highly publicized 1977 hearings into the activities of the Unification Church in the United States.

As a congressman, Fraser's areas of greatest interest and impact were in the areas of foreign relations and human rights. He was the first American co-chair of the Anglo-American Parliamentary Conference on Africa, a longstanding member of Members of Congress for World Peace Through Law, and the author of Title IX of the Foreign Assistance Act, which called for increased emphasis on building democratic institutions in developing nations. In 1965 Fraser held hearings in Minneapolis on the Vietnam War, and in 1968 gave the dissenting opinion speech on Vietnam at the Democratic National Convention.

Fraser was also noted for his attempts to reform the Democratic Party and the procedures of Congress. His efforts in this regard were channeled through his leadership of various organizations, including Americans for Democratic Action, the Democratic Study Group, and numerous Democratic Party platform, reform, and delegate selection committees. His most influential work in the area of party reform came as chair of the 1971 Democratic Commission on Party Structure and Delegate Selection (formerly called the McGovern Commission), which sought to reform the Democratic delegate selection process to more closely reflect the diverse ethnic, class, and gender interests of the Democratic constituency.

In 1978 Fraser announced his candidacy for the U.S. Senate seat held by the ailing Hubert H. Humphrey. Fraser had strong support in the Twin Cities metro area, but had alienated rural voters with his active support of abortion rights and gun control, and for his role in the passage of legislation expanding and further regulating the Boundary Waters Canoe Area Wilderness. Although he received the DFL endorsement, Fraser lost the primary election to Minneapolis businessman Bob Short, who was later defeated by Independent-Republican David Durenberger.

In 1979 Fraser ran for mayor of Minneapolis, defeating Charles Stenvig by a wide margin. He served four terms, retiring in January of 1994. As mayor, Fraser oversaw a period of extensive downtown redevelopment, and sought to reform the procedures of city government.

In 1994 Fraser worked as a consultant for the Department of Housing and Urban Development (HUD) on issues relating to families and children. He also in 1994 apparently served as an Institute of Politics Fellow at the Kennedy School of Government at Harvard University.

Fraser died at age 95 at his Minneapolis home on June 2, 2019.

The collection is divided into eight record series: Congressional papers (series 1-6); Mayoral papers (series 7); and Post-mayoral papers (series 8). There are some files dating from Fraser’s years in the Minnesota legislature scattered about in various places within the congressional papers record series.

Fraser's congressional records are organized into six sections: Personal/Political/Official Records, Legislative Records, Constituent Services Records, Press Relations/Media Activities Records, Office Administration Records, and Minneapolis Office Records.

Campaign files, committee and commission files, legislative assistants' and subject files, clippings, and travel files constitute the bulk of the collection. There is also colleague and constituent correspondence, personal files, bill files, speeches, calendars and schedules, newsletters, photographs, press releases, office administration files, and audio-visual materials. Form letters, voting and attendance records, and grants/projects files are also present.

Fraser's congressional records, which make up the bulk of the collection, contain significant information on his Foreign Affairs/International Relations Committee work, including his hearings on Vietnam and the Unification Church, and his efforts in the area of human rights and foreign aid, but little on his District of Columbia Committee assignment. There are a number of files related to his congressional and party reform committee activities, in particular the Democratic Commission on Party Structure and Delegate Selection (1971). Records relating to Fraser's involvement with Americans for Democratic Action and the Democratic Study Group also pertain to issues of congressional and party reform, as well as broader national issues such as the Watergate affair, the Vietnam War, and the economy. Democratic party politics at both the state and federal level throughout the 1960s and 1970s is well represented in various series in this collection.

There is extensive information on Fraser's congressional campaigns and his 1978 bid for the U.S. Senate. Files relating to Presidential races and Minneapolis city elections were also maintained by Fraser's office throughout his congressional tenure.

VIP correspondence is limited to Dear Colleague letters (both sent and received by Fraser), and some material in his personal files and files on other politicians and officials ("Name Files"). Evidence of policy formation is also rather limited, but can be found in memos between Fraser and his legislative assistants, in issue mail files, in the Dear Colleague files, and in meeting minutes located in the campaign and office administration files.

Fraser's mayoral papers constitute the private records he generated as Mayor of Minneapolis and include campaign files, personal correspondence, and files on various Minneapolis organizations, programs, and issues.

Post-mayoral papers focus largely on his work as a consultant for the Department of Housing and Urban Development (1994). They also include papers related to his teaching on human rights issues at the University of Minnesota, and participation in numerous organizations focused on education policy (1994-2014). The post-mayoral papers contain general correspondence (1993-1995) as well.

These files consist mainly of correspondence between Fraser and his colleagues, friends and relatives, and constituents relating to personal matters. These include awards and honors, congratulations, thank-yous, condolences, recommendations, and the like that were not overtly connected to his political activities, or that were considered more personal than the general office files on these subjects. In addition, there is information relating to Fraser family properties, finances, affiliations and memberships, and other personal concerns. Distinctive clippings, articles, and memorabilia associated with Fraser or his areas of interest are also included.
Lists of Fraser's memberships and files relating to these memberships, which did not have obvious affiliations with other series, or relate to the period after he left Congress, are also listed here. These files contain correspondence, background information, copies of speeches, reports, statements, membership information, etc. Post-Congressional files on Fraser's assessment of the "New Right" and a lawsuit brought against him are also included.

Fraser's Subject Files or "Miscellaneous Files" contain information on a broad range of personal, party, political, constituent service, and office administrative matters. These files were maintained on a yearly basis and cover Fraser's entire Congressional career. However, because many of the files were carried over from year to year and therefore contain information on a wide span of years, the files were amalgamated by MHS staff into one alphabetical listing covering the period 1963-1978. In addition, many of the files related to routine office matters such as applications for employment, greetings, thank-you correspondence, congratulations, condolences, and the like, and were therefore discarded.
Because these files contain a wide range of information, many of the subjects listed relate to files in other series. For example, information on Presidential and Minneapolis city elections can also be found in the Campaign Files; magazine articles by/about Fraser are also found in the Press Relations/Media Activities Files; and much of the Democratic Party and foreign affairs-related material is closely related to information found in the Party Files and Legislative Files, respectively.

The files cover contributions and fund raising, speaking engagements, volunteers, party policy, Fraser's opponents, interest groups, endorsements, advertising, campaign issues, polls and surveys, strategy, and summaries of election results. These records also include occasional summaries of Fraser's bills and voting record from the previous session. Files on Fraser's 1978 Senate campaign are included in this series. Samples of Fraser's campaign advertising and speeches can also be found in the Audio-Visual Files.

Fraser served on the Foreign Affairs/International Relations Committee throughout his Congressional career, and was chair of the International Organizations and Movements Subcommittee from 1973 to 1978. These files consist of constituent and colleague correspondence, background information, and committee material relating to foreign relations, foreign aid, political development, and human rights, and are divided into five sections. The first of these, which comprises the bulk of this material, consists of yearly files on various countries, committee activities, and international affairs-related subjects listed alphabetically. This section includes extensive files on Vietnam (including Fraser's 1965 Minneapolis hearings on the Vietnam War), Greece, and Korea. The remaining sections focus more specifically on defense, foreign aid (including Title IX of the Foreign Assistance Act, authored by Fraser), human rights, and the International Organizations and Movements Subcommittee's investigation of Unification Church activities in the U.S.
