The Brotherhood of Locomotive Firemen and Enginemen (BLF&E) was a railroad operating union representing firemen, hostlers, and their helpers. The organization was founded in 1873 as the Brotherhood of Locomotive Firemen; by 1911 its name had been changed to Brotherhood of Locomotive Firemen and Enginemen. The Grand Lodge (national office) was located at Cleveland, Ohio. There was a separate BLF&E organization (headed by a General Chairman) for each railroad. The BLF&E on the Chicago, St. Paul, Minneapolis & Omaha (CStPM&O) was organized in the 1880s, and had its office in St. Paul. There were subordinate lodges elsewhere in Minnesota, Wisconsin, Iowa, and Nebraska.

The CStPM&O was incorporated in 1880, and was for many years the principal subsidiary of the Chicago and North Western Railway Company (C&NW). The line was later known as the Chicago, St. Paul, Minneapolis, and Omaha Railway Company.

In 1969 the BLF&E merged with three other railroad operating unions (the Brotherhood of Railroad Trainmen, the Order of Railway Conductors and Brakemen, and the Switchmen's Union of North America) to form the United Transportation Union (UTU).

The records originated in the BLF&E-CStPM&O General Chairman's office in St. Paul. They include correspondence and memoranda, membership lists, minutes of the Executive Committee and the General Grievance Committee, investigative hearing transcripts, and reports, pamphlets, circular letters, and other printed material.

The records largely relate to the interpretation and application of various articles (provisions) of labor agreements, and to the resolution of claims brought by the BLF&E against the CStPM&O under the terms of, or for violations of, those agreements. There is also information about collective bargaining; wage negotiations and issues, including proposed reductions in wages (1930s); seniority questions; vacation and retirement issues; legislative matters; grievances and the work of the General Grievance Committee; and the impact upon BLF&E members of C&NW mergers with other railroad companies. There is also some information (in Subject Files) about Motor Transportation and the Wilson Transportation Company, a Sioux Falls, South Dakota trucking company that was apparently owned by the railroad (circa 1940).

Much of the material has to do with the operation of locomotives (both steam and diesel), and with such things as engine cab modifications, switching and helper service, and other matters related to the performance of members' duties and responsibilities under the terms of labor agreements. There is information about locomotive engineers and their union, the Brotherhood of Locomotive Engineers (BLE), and cooperation between the BLE and the BLF&E.

Claim Files are found both in Subject Files and in scattered locations in Article Files, and document members' claims against the CStPM&O for such things as mileage and extra pay for having been required by the company to perform extra work, or work they thought to have been in violation of labor agreements.

Investigation Files consist of mimeographed transcripts of hearings conducted by the company to determine members' responsibility for accidents, derailments, and wrecks, or for alleged work rule violations.

Article files include General Chairmen's correspondence with railroad officials, individual union members, the National Railroad Adjustment Board, and others with regard to specific articles of agreements. They also include a number of grievance files that relate to the various articles and sections of articles. Most of the material seems to pertain to agreements dated April 1, 1925 and May 7, 1942. Many of the Article Files have no titles at all beyond the article number and span dates. "Schedule Negotiations (1942), 1937-1942" (folder 2) in Series 13 contains a publisher's proof of the May 1942 CStPM&O Agreement with the BLE and the BLF&E, which may be of some help to the researcher in determining what issues the various article numbers address. It must be noted, however, that article numbers and their respective issues changed over time, and so many of the files contain a mix of issues under a given article number.

Correspondents include general chairmen William Haley (circa 1915-circa 1940), H. W. Barrows (circa 1941-circa 1948), W. C. Gray (circa 1949-circa 1953), S. F. Kujawa (circa 1953-circa 1959), B. V. Porter (acting general chairman) (circa 1960-circa 1961), and Richard D. Darsie (circa 1963-circa 1973). There is correspondence with BLF&E officials in Cleveland, including international presidents W. S. Carter (circa 1917), D. B. Robertson (1922-circa 1953), and H. E. Gilbert (circa 1953-circa 1968); officials of the United Transportation Union; and with BLF&E subordinate lodges in Minnesota, Wisconsin, Iowa, and Nebraska. Much of the general chairmen's correspondence is with officials of the CStPM&O and the C&NW, including personnel officers G. F. Stephens (circa 1944-circa 1952) and T. M. Van Patten (circa 1953-). There is correspondence with other union officials, including Brotherhood of Locomotive Engineers general chairmen H. C. Hobart (circa 1925-circa 1941), F. J. Paffel (circa 1945-circa 1948), and R. E. Delaney (circa 1963-circa 1964); the National Railroad Adjustment Board; and the BLF&E-CStPM&O General Grievance Committee.

The folder titles as they appear in the Detailed Description are in their full form. Because many are quite lengthy, titles as they actually appear on the folders have frequently been shortened by the cataloger.
