This local United Way chapter began as the Saint Paul Community Chest and Council (1920-1942), which became the Greater Saint Paul Community Chest and Council (1942-1962), known briefly as the Community Chest and War Relief of Saint Paul, Inc. The chest and council became the Greater Saint Paul United Fund and Council, Inc. (1962-1973). In 1973 the council changed its name to the United Way of the Saint Paul Area, primarily to coordinate with other United Way organizations and gain from the national publicity of the United Way. The United Way offered the public an easy, convenient donation system, and acted as an overseer for the distribution of funds to member agencies providing health, welfare, child care, recreation, and other community services.

The Community Health and Welfare Planning Council, an independent arm of the Greater Saint Paul United Fund and Council, Inc., was responsible for community planning. The council had its own board of directors, budget, and staff. In 1973, in conjunction with the United Fund's name change, the council proposed to change its name to the Human Resources Planning Council of the Saint Paul Area, and moderately restructure its governance. The functions of the HRPC were to "assess on a continuing basis the health and social needs of the Saint Paul area, and to plan effective action to meet those needs." It was also to assist in the development of new programs and foster cooperation among agencies serving the Saint Paul area. The council did not, however, have the authority to commit the United Way to any financial responsibility. In November 1975 HRPC separated completely from the United Way of The Saint Paul Area. It began operation as an independent agency on January 1, 1976.

Early in 1975 the United Way of the Saint Paul Area completed "Project Breakthrough," a plan for providing "background, rationale and proposed operating policies and procedures for use in making future decisions to accomplish United Way objectives." From this the Planning, Evaluation, and Research Committee was established as a cooperative venue for organizations holding United Way membership. Representatives on the committee included the major service providers, planning agencies, and government agencies in Ramsey, Hennepin, and Dakota counties.

Since "Project Breakthrough" the United Way has undertaken several long range planning projects and assessments of its image and effectiveness. In general, the United Way of the Saint Paul Area sponsors only agencies in or serving Saint Paul and Ramsey County, though it does support national agencies such as the American Heart Association. The Saint Paul United Way cooperates with the United Way of Minneapolis to support agencies that serve both communities. In addition to funding local agencies, the United Way sponsors programs that it develops, such as First Call for Help.

There are three main divisions within this collection. The first section is the United Way of the Saint Paul Area records, which include board of directors files and minutes; committee files and minutes; long range planning files; information on fund raising campaigns; financial information such as audits, treasurer's reports, and campaign summaries; community programs and projects initiated by the UWSPA; Planning-Agency Relations department files; member agency files; correspondence files; and subject files. The second section is the United Way of America records, which consist of communications and publications by the United Way of America. The third section is the Human Resources Planning Council of the Saint Paul Area records, which are divided into files generated by the Community Health and Welfare Planning Council and those generated by the Human Resources Planning Council of the Saint Paul Area.

The long range planning files and the Planning-Agency Relations (P-AR) files are interrelated to this group of committee files. Many committees interacted with P-AR on a regular basis, such as the Admissions and Allocations Committee and the Appeals Committee. The Planning, Evaluation and Research Committee (PERC) files are arranged with the long range planning files, as the purpose of that committee specifically relates to the UWSPA long range planning efforts. PERC itself created its own task forces and committees on long range planning issues.

Responsibilities include evaluation and research of both internal United Way processes and external member agencies. Under the direction of PERD the Planning, Evaluation and Research Committee (PERC) acts as the primary agent for internal planning. PERC has its own committees, subcommittees and task forces. The relationship between PERD and PERC committees is unclear in these files. It appears that some PERD committees report to, or work in tandem with, PERC. Some PERD committees address the same needs or projects as PERC, for instance in the Emphases project.

144.A.14.1B17Goal Area Task Force (GATF), 1987-1992:
GATF provided guidance to the UWSPA in efforts to meet community needs in selected health and human services areas. The goal areas are: basic needs; self-sufficiency in living; physical well-being; problems in living; personal growth and adjustment; and service delivery. GAFT is a volunteer-member task force, coordinated by United Way staff, which assessed the conditions, needs, affected populations, resources, and opportunities within goal areas. The task force developed strategies and recommendations for achieving desired results. The information was then passed to the Fund Distribution Committee for recommendations on policy, funding, and accountability. The targeted funding component used the identified goal areas to direct funds towards agencies and programs which address one or more of the goal areas.

These files document another fund raising effort specifically for capital improvements or facilities expansion for member agencies. This effort was similar to the earlier Building For Youth Campaigns. Agencies applied to the United Way for capital funding, those applications were reviewed by the Capital Funds Study Committee (CFSC), which provided recommendations for allocations and fund raising goals. CSFC also conducted a feasibility study of the community to measure responsiveness of community donors to such an appeal.

Emergency Care Fund:
This fund was established in 1984 for the purpose of responding quickly to the growing needs of emergency assistance programs in the East Metro Area. It also served as the allocation body for the distribution of Federal Emergency Food and Shelter dollars (FEMA). After 1988 the ECF was closed. Responsibility for FEMA funds was transferred to a local FEMA board. The balance of money left in ECF was used to support the Ramsey County Rental Assistance Fund in collaboration with Ramsey County and the city of Saint Paul. In 1992 the remainder of the EFC money was allocated to other United Way programs.

In 1988 the United Way of America called for local United Ways to develop proposals addressing affordable housing. The Minneapolis and Saint Paul United Ways joined with Local Initiatives Support Corporation (LISC) to fund operating support for a community development organization. The initial proposal was not funded by the United Way of America, but UWSPA and LISC continued to plan a partnership. In 1990 LISC was offered funding from the Rockefeller Foundation and asked the UWSPA to become a local funding partner. The UWSPA recommended a funding commitment of $120,000 over three years (1990-1993) for the program.

Project R.E.A.P. (Recreation, Employment, and Anti-Pollution):
This project was developed in response to the limited number of summer jobs available for youth in Saint Paul, particularly those from low income families. In conjunction with CHWPC, the Saint Paul Public Schools' Neighborhood Youth Corps, National Alliance of Businessmen, Ramsey County Citizen's Committee, and Saint Paul Housing and Redevelopment Authority, the UWSPA designed a program and estimated budgets for a youth employment program termed "Operation Bullseye." The program's name was soon changed to R.E.A.P. (Recreation, Employment, and Anti-Pollution). The program was jointly administered through the R.E.A.P. Task Force. The chief concern of the program was to give youth ages 12 to 17 "some means of obtaining some income and participating in some meaningful activity during the summer months." After 1970 the finances of the program were administered by the United Fund and Council.

The Planning-Agency Relations (P-AR) department, previously called Member Agency Relations (MAR), fulfills the functions of agency relations and planning. The department is governed by the Admissions and Allocations Committee, later titled the Fund Distribution Committee. P-AR prepared materials for fund distribution panels and maintained a liaison with agencies throughout the year. It also performed other functions in relation to long range planning and agency program review.

Expand/CollapseHUMAN RESOURCES PLANNING COUNCIL OF THE SAINT PAUL AREA

This council, originally known as the Community Health and Welfare Planning Council (CHWPC), was a component of the United Way corporate structure but was governed independently with its own operating budget and board of directors. In 1973 the council changed its name to the Human Resources Planning Council of the Saint Paul Area (HRPC). These files contain committee reports and project reports compiled by HRPC and presented to the United Way for consideration or action. In November 1975 HRPC separated completely from the United Way of the Saint Paul Area. It began operations as an independent agency on January 1, 1976.
