The legislation files consist largely of Bergland's correspondence with constituents and other Minnesotans regarding legislative issues pending before either the House or the Senate. House legislative committee files are arranged alphabetically.

The dura (robo) letter is a standard response, often automatically typed, which was sent to a host of constituents who all addressed Bergland on the same topic, generally current legislative or constitutional issues. There is a separate folder for each issue with regard to which a Dura letter was composed and sent out. Each folder contains a copy of the standard response, plus the letters Bergland received on the topic. The topical folders are arranged chronologically by the date on which the responses were sent out. Occasionally there are several folders, scattered throughout the year, on a single topic; this occurred when the number and duration of constituent letters necessitated several mailings on the same topic.

Bergland was hired as president of Farmland-Eaton World Trade in 1981. In 1983 he was selected to become CEO (in 1984) of the National Rural Electric Cooperative Association (NRECA).
