St. Clement's Church was founded as the Emanuel Mission in 1893 and located on Selby Avenue in St. Paul. In 1894, Mrs. Theodore A. Eaton of New York City donated funds to the diocese to build a church in Minnesota in memory of her husband, rector of St. Clement's Church, New York City. The new church, also named St. Clement's and located on Portland Avenue at Milton was designed by Cass Gilbert and was consecrated in 1895.

In February 1995, at the request of rector Daniel V. Pearson, St. Clement’s vestry approved the establishment of a parish task force on same-sex unions, with the following purposes: to explore the issue of same-sex unions in light of the request of a lesbian couple in the parish; to develop a process of how the issue of same-sex unions might best be considered at St. Clement’s and in relation to the Episcopal Church; to make a recommendation to the vestry for its decision on a possible public celebration at St. Clement’s, including the rite to be used; and to communicate with the parish about this issue. Pearson selected Daniel A. Panshin, a University of Minnesota professor and administrator who had been an active member of the parish since the mid-1980s, to convene the task force.
During the ensuing nine months the task force members (eight lay persons, including Panshin, who were broadly representative of the parish and the rector, ex officio) read widely in the areas of religion, medical science, social science, and history; involved and engaged the parish in the process by conducting interviews and conversations, circulating a questionnaire, and presenting a series of adult education sessions; and deliberated the issues of homosexuality and same-sex unions in the context of Christianity in general and the Episcopal Church in particular in order to recommend a policy regarding same-sex unions to the parish. In November 1995 the task force submitted a report to the vestry recommending that St. Clement’s conduct services in the church to celebrate same-sex relationships under the conditions followed for marriages of heterosexual couples.
In 1996, following approval by the vestry and acceptance by the rector, the task force recommendation became one of the guiding policies of the parish. The first same-sex union ceremony was held at the church in August of that year.
This set of records was created by task force convener Dan Panshin. The records document the work of the task force, the manner in which this work was conducted, and Panshin’s leadership role.
