Richard Pillsbury Gale was born October 30, 1900, the son of Edward Chenery and Susan Belle (Pillsbury) Gale. His mother was the daughter of John Sargent Pillsbury, governor of Minnesota from 1876 to 1882. Gale was educated in the Minneapolis public schools, Blake School (Hopkins) and the University of Minnesota Farm School. He graduated from Yale University in 1922. He operated Wickham Farm near Mound, Minnesota. From 1939 to 1940 he served in the Minnesota House of Representatives from the 36th District, and from 1941 to 1945 was a member of Congress from Minnesota's Third Congressional District. In 1923 he married Isobel Reising. They had two sons: Richard P. (died 1946) and Alfred P. Gale. Richard Pillsbury Gale died December 4, 1973, in Minneapolis.

Files include correspondence, clippings, newsletters, campaign literature, speeches, bills, and other materials relating largely to Gale's public career. The papers include information about Mississippi, St. Croix, and Missouri River improvements; Annapolis and West Point appointments; patronage; unemployment and welfare legislation; political campaigns; and a trip to Great Britain (1941) with other members of congress. Correspondence, speeches, hearing files, bills and clippings relating to federal legislation regarding the improvement of the upper harbor (Mississippi River above St. Anthony Falls), the Nine-Foot Channel (upper Mississippi), construction of a new bridge at Hudson, Wisconsin, construction of a bridge at Keokuk, Iowa, construction of bridges over the Mississippi River near the Northern Pump Company (New Brighton), and some data on the improvement of the Missouri River. Includes data on groups supporting and opposing these construction projects, problems of interstate cooperation, effects of World War II on these projects, and flood control. Significant correspondents include George M. Shepard (St. Paul City Engineers Office), Lou Hosking (executive secretary of the Regulated Motor Transportation Association of Minnesota), Arthur D. Strong (secretary of the Upper Mississippi Waterway Association), and M.J. Hoffman (Minnesota Commissioner of Highways).
