He was a community relations consultant to the Saint Paul public schools (1968-1970), and was a member of the Saint Paul City Council (1970-1983). Levine was the commissioner of the Minnesota Department of Human Services (1983-1986), and was appointed Commissioner of the Minnesota Department of Transportation in 1986. SCOPE AND CONTENTS
Stories detail the activities of Levine, his fellow council members, and the city’s mayors during a time of change and challenge in the city, and concern such matters as downtown development proposals and projects, the renovation of the Old Federal Courts Building (Landmark Center), the proposed Downtown People Mover transit system, city politics, and problems and challenges facing the city ranging from the cutting of boulevard trees to the influx of street gangs. Many of the stories focus on Mayor Charlie (Charles P.) McCarty and on council member Rosalie Butler, who were frequently at odds.
