Expand/CollapseHISTORICAL NOTE

Begun in 1889 as the St. Paul Letter Carriers Mutual Benefit Association to provide sick benefits to its members, the organization in 1890 formed a local branch of the National Association of Letter Carriers (NALC). The NALC was active in family and social life as well as active in the labor union movement and politics. It negotiated for employment of substitutes, Sundays off, improvement of sanitary facilities, and fair treatment of individual carriers. It has been active in community affairs, initiating the Carrier Alert program to look out for senior citizens. Branch 28 was involved in a wildcat strike in 1970.

The Retired Letter Carriers Club was begun in 1933 as a social club for retirees. In 1985 it dropped social from its name and in 1986 was renamed the John Swifka Retired Letter Carriers Club to honor a member who was active for 70 years. It has continued to undertake social, community, and lobbying activities.
