Robert L. HerbstRobert LeRoy Herbst was born in Minneapolis on October 5, 1935, the son of Walter Peter and Bernice Mickey (Mikkelson) Herbst. He earned a Bachelor of Science degree in Forest Management from the University of Minnesota in 1957. Herbst was involved in many conservation-related organizations as a leader, official, advisor, or director, including stints with the Minnesota Department of Conservation (1957-1963; 1966-1969) and with Keep Minnesota Green (1963-1966); as national executive director of the Izaac Walton League of America (1969-1970); as executive director of Trout Unlimited; as president of the Lake Superior Center 1990-1992); as board chair of the Land Between the Lakes Association (1983-1992); in various executive positions with the Natural Resources Council of America (1984-1992); as commissioner of the Minnesota Department of Natural Resources (1971-1977); and as Assistant Secretary for Fish, Wildlife, and National Parks in the United States Department of the Interior (1977-1980).

Herbst married Evelyn Clarice Elford September 22, 1956, and they made their home in Annandale, Virginia.

A nonprofit corporation formed to raise public understanding of global fresh-water issues through the lens of Lake Superior and other large lakes of the world. Some of its literature refers to it as the Lake Superior Center for Freshwater Understanding. It later became the Great Lakes Center Authority, operating the Great Lakes Aquarium in Duluth.
