The Southeast Minneapolis Planning and Coordinating Committee (SEMPACC) was organized in 1960 and was composed of about 30 groups of citizens, businesses, and institutions devoted to the general improvement of Southeast Minneapolis. Its stated goal was to mobilize residents, groups and institutions into a unified force that could effectively influence change in a positive direction. The Southeast Minneapolis area includes the University of Minnesota.
