Edward Allen Rapp was born June 18, 1932 in Finlayson Township, Pine County, Minnesota, the son of George R. and Gladys M. (Warner) Rapp. After graduating from Duluth Denfeld High School, he served in the Air Force. He taught math and social studies in the Columbia Heights School District, serving as the American Federation of Teachers' chief negotiator with the district. He was also an independent negotiator for the Saint Francis, Minnesota teachers. Rupp was active in the Minnesota Federation of Teachers, and served on the Minnesota Board of Teacher Standards and Certification. He retired from teaching in 1993, and died in 2015.
