Its stated mission was to strengthen human and community development through the exchange of people and ideas between Minnesota and the department of León, Nicaragua. PML coordinated with local community members on improvement projects in León's schools, farmlands, and neighborhoods. Delegations passed between the two places to foster cultural exchange, mutual understanding, and stronger communities.
