Public Art Saint Paul (PASP) is a private, non-profit organization working in partnership with the City of Saint Paul. Its mission states, "Public Art Saint Paul makes St. Paul a better city by placing artists in leading roles to shape public spaces, improve city systems, and deepen civic engagement."

The organization was founded by Christine Podas-Larson in 1987. Its early projects included the redesign of Mears Park, Kellogg Mall Park, and the Hamm Plaza. Throughout the 1990s and 2010s, its projects also included restoration of Saint Paul public sculptures, including Nathan Hale, the Indian Hunter and His Dog, Friedrich Schiller, Henrik Ibsen, and the New York Life Eagle.

Notable public art projects, events, and programs included the Western Sculpture Park, Save Outdoor Sculpture! (SOS!), Wabasha Street Bridge, University Avenue Project, Minnesota Rocks!, the Mayor's Design Forum, the City Artist Program, and the Urban Flower Field at Pedro Park.

Includes administrative and survey files of the Save the Outdoor Sculpture! project files, an outdoor sculpture inventory project that in the 1990s contracted with the Smithsonian Institution and Heritage Preservation, Inc. to conduct an inventory of outdoor sculpture in public places. Files include survey forms, photographs, and background data on individual sculptures and artists.

The collection also consists of administrative records and project files for the broader programming of the organization, including: Board, committees, and ad hoc and special event minutes; project planning files for numerous public sculpture restoration and public art projects; research materials, background information, and subject files regarding conservation for public sculptures, sites, and Saint Paul neighborhood profiles and histories; press and promotional materials; event and workshop materials; ephemera; and correspondence and background information on various artists, consultants, architects, public officials, and partners.

Planning records and event materials are also included for the Mayor's Design Forum, a City of Saint Paul and PASP co-sponsored exhibition forum featuring artists, community groups, and design professionals, which highlight topics of public art, civic engagement, and public architecture for Saint Paul and greater Ramsey County.

Expand/CollapseSAVE OUTDOOR SCULPTURE! PROJECT FILES

Between 1993 and 1998 the organization conducted a survey of outdoor sculpture in Minnesota as part of Save Outdoor Sculpture! (SOS!), a nationwide community-based survey and conservation program launched in 1989 as a partnership of Heritage Preservation (formerly the National Institute for the Conservation of Cultural Property) and the Smithsonian American Art Museum.


Questionnaires contain basic descriptive information about the sculpture, location and jurisdiction information, condition information, overall description, supplemental background materials, and surveyor information and waiver. Files typically include photographs, news clippings, and other supporting documentation.
