Otto C. Winzen was born in Cologne, Germany in 1917. He emigrated to the United States in 1937, studied aeronautical engineering at the University of Detroit, worked for the Firth-Sterling Steel Company in Detroit, and during World War II was chief engineer with the Minnesota Tool and Manufacturing Corporation in Minneapolis. In 1946 he organized the aeronautical laboratories at General Mills and proposed a program of upper atmosphere research to the United States government.

In 1948 he formed Winzen Research Inc., with headquarters in Minneapolis, to specialize in the development and operation of stratosphere balloons, the development of airborne instrumentation for balloon flights, and research projects in the upper atmosphere. The company collaborated with the Office of Naval Research on Project Skyhook, and with the United States Air Force on Project Manhigh.
