Expand/CollapsePOLITICAL FILES, 1948-1954

Files on Minnesota political personalities, issues, organizations, and activities; on Democratic Party politics at the national level; and on the 1952 Presidential campaign, particularly the Democratic national convention and campaign; and a daily record of calls and visitors to Humphrey’s Senatorial office. They are organized in two main sections, as they were in the Humphrey office, and titled “Minnesota Political” and “National Political.”


Processing note: The files have been kept in much the same arrangement as they were in the Humphrey office, except that some files, which were originally filed in separate subject folders but were similar in content, have been consolidated. Files from the same period that arrived at MHS later than the main body of political files have been interfiled as well. The folders were surveyed to locate obvious misfilings and to weed duplicate materials. The materials within most of the folders are arranged by year only.

These files are arranged by pre-1960 Congressional district number.
At that time there were nine Congressional districts; the city of Minneapolis was split between the Third and Fifth districts, and the rest of Hennepin County was in the Third District. However, because of the close relationship between the leaders of the Hennepin County organization and those of the Third and Fifth districts, all these files were placed in the Fifth District section. The files of the Fourth Congressional District comprise all of Ramsey County, including the city of St. Paul.

Following the nomination of John F. Kennedy at the Democratic National Convention, Humphrey ran successfully for reelection as Minnesota senator.

Carbon copies of outgoing letters, coded to show the file locations of the exchange of correspondence. Most are dated January-April, 1960. Although focused on 1960 campaign organization and activities, these letters also concern general state and national politics, Humphrey’s invitations and speech appearances, general friendly public contact, and similar matters.
There were initially two sets of 1960 Campaign control files, which arrived at MHS separately. There is substantial similarity in subject matter between the two sets. In 1997 they were interfiled by folder alphabetically but the contents remained unaltered.

These files arrived at the Minnesota Historical Society in a considerably disorganized state, and with many unfiled materials. Consequently, various file categories were arbitrarily created during initial processing (1971) to establish control over the materials. “Overflow” files were integrated into this structure in 1997. There remains considerable overlapping of record types and dates throughout these files.

Many folders, rather than being fully labeled, have been given codes to indicate the subset to which they belong: Pre-Convention (Pr.C.), Convention (Conv.), Congratulatory Correspondence (Cong.Corr.), Campaign Schedules (C.Sc.), Campaign Speeches Documentation (C.Sp.D.), Campaign Finances (C.F.), Campaign Research Files (C.R.F.), Printed Materials (P.M.), and Post-Election Period (Po.E.).

This group is an amalgamation (1997) of three separate series, the largest being "Cong. Cor., by state" which is composed of constituent correspondence, often congratulatory or supportive. Most of it relates to Humphrey’s nomination at the August convention and to general convention and local campaign strategies. A few congratulatory letters were written after the general election.
"Campaign Correspondence, by state" from the overflow files was of a similar nature and thus interfiled. Six folders of "Campaign File Aug.-Oct., 1964" were noted in 1971 as having gotten "messed up" and the contents no longer agreed with the folder titles. Constituent correspondence from those files was moved into Correspondence by State.
