Files pertaining to the fine arts, such as painting, sculpture, music, poetry, prose, and the theater; and to various Washington cultural organizations, including the U.S. Capitol Historical Society, the National Foundation on the Arts and the Humanities, the National Council on the Arts, the Smithsonian Institution and its several affiliates, and the Frederick Douglass Institute.

There are some materials on the American Academy of Arts and Sciences, an American Indian art exhibit, the American Revolution Bicentennial Commission, and poverty and the arts. The majority of the files were kept by Humphrey staff members Neal Peterson, John G. Stewart, and Eiler Ravnholt.

The correct title of this group is the National Foundation on the Arts and the Humanities. It was established by the 89th Congress under PL 89-209, s.1483, on September 29, 1965, and is organized as follows: The Foundation, established as an independent agency, has two major branches: a National Endowment for the Arts and a National Endowment for the Humanities. Each Endowment is given guidance and advice by Councils of private citizens appointed by the President. In the case of the Arts Endowment, the advisory body is the National Council on the Arts, established under PL 88-579. The new act (1965) increases the membership of this council to 26 private citizens plus its chairman.
