SCOPE AND CONTENTS
Files pertaining to human and civil rights, the promotion and denial of such rights, equal opportunity, discrimination, ideologies, and voting rights. They are largely files of Humphrey staff members John G. Stewart and William Welsh; James F. Sasser, Kenneth E. Gray, Bruce J. Terri, and Berniece M. L. Oertel also appear among the files.
There are also substantial files on the President's Council on Equal (Employment) Opportunity; on Humphrey's assignment by President Johnson to study and make recommendations to coordinate all civil rights activities within the federal government structure (1964); on race relations; and on the Task Force on summer Domestic Programs; and some on Indians and Mexican-Americans.

Plans for Progress was established by President John F. Kennedy on May 25, 1961, as the first program of the PCEEO. The signators of the agreement were Vice President Lyndon B. Johnson, and Courtlandt Gross of Lockheed Aircraft. Its intent was to enlist the voluntary support of leaders of business and industry to establish programs to attract and train minority youth. An advisory council, consisting of 25 businessmen and an administrative staff, was established in August, 1963. This council also sponsored the Vice President’s Task Force for Youth Motivation program in 1965, some information on which appears in these files. | |||||||||||
