SCOPE AND CONTENTS
Background data, reports, briefing papers, correspondence, memoranda, and related materials pertaining to plans, programs, research, exploration, and development of non-military air and outer space, particularly to the work of the National Aeronautics and Space Administration (NASA) and the National Aeronautics and Space Council (NASC). Humphrey chaired the NASC, the functions of which were to advise and assist the President regarding space and aerospace policies, plans, and programs. Much of the material in the files came from or through Edward C. Welsh, NASC executive secretary, and Donald W. Paffel, aerospace/military assistant to the Vice President.
The general files include weekly NASC memorandums to the President on space activities in general; biweekly highlights of NASA activities; other memoranda summarizing current space and space science activities; various staff or external reports or comments on specific programs or research work; reports on foreign (particularly Soviet) space programs; science highlights for visits with foreign officials; memoranda summarizing current activities; briefing materials and other data on NASA's budget; and Humphrey's correspondence with government officials, space industry personnel, and the public on the space program, space flights, and research projects.
There is correspondence regarding Humphrey's visits to aerospace facilities; reports on public and press reaction to the space program; information on public relations activities by astronauts; a few drafts or notes for speeches; and (especially in 1965) correspondence regarding participation of minorities in the astronaut training program, including allegations of racial discrimination
Topical subject files contain similar materials, with additional information particularly on manned space flight programs, the 1967 launch pad fire that killed three astronauts, aeronautical and general scientific research, aeronautical and space vehicles, and communications satellites.
