Humphrey’s files for 1969-1970 remain those of a public man. He retained and cultivated his contacts with friends, supporters, and constituents, and the majority of his papers for this period reflect the correspondence and public appearances pursuant to this end. They are similar in nature to his various public relations files for other years, and in several instances were incorporated into his office files following his re-election as United States senator in 1970. Included in the files are various types of friendly greetings and congratulations; requests for visits, pictures, assistance, and the like, with Humphrey’s replies; correspondence on current issues; information on trips abroad; a few staff files; and a few files on his teaching work, the Encyclopedia Britannica, and the Woodrow Wilson International Center for Scholars.

The Control Files consist of carbon copies of outgoing letters, arranged by year, then alphabetically by the surname (or agency name, if appropriate) of the recipient. Each letter is marked with the file location at which related material, including incoming correspondence, may be found, and thus the Control Files serve as a name index to the correspondence files below. It should be noted, however, that there are major inconsistencies in the filing system, and as a result the file code is not entirely reliable.

This series consists of both incoming and outgoing letters, and includes files on public issues, Humphrey’s various activities, constituents’ requests for assistance and memorabilia, and greetings, messages, congratulations, and other types of friendly correspondence. It is divided by year (although it should be noted that there is some 1970 material in the 1969 miscellaneous file), then subdivided into Alphabetical, Autopix, Assists, Activities, Issues, and Miscellaneous. Within each subdivision, arrangement is generally alphabetical by subject or, in the Alphabetical group, by surname of correspondent. Many items have been coded for filing, but the code notations bear no apparent relationship to the actual filing system.
